The Country Momentum (C-3) is the Residual Component of the ACV Index, denoting latent factors and mobilising (cultural) factors that characterise the country experience. Country momentum is subject to themes in historical determinism such as formation of national identity and accruements in the stock of institutional capital including the standard of autonomous political participation by civilians.
Transition analysis illuminates that C-3 is ‘intrinsic’ and ‘system-independent’, referring to the volitional contours of the ‘body politik’ and civil society in general. Country momentum is therefore a ‘reactive’ diagnostic strategy of the civilian population and embodies a transformation propensity of country latency.
The Country Momentum is formulated as an arithmetic mean function of the Political Participation Index (DIPP), and the Corruption Perceptions Index (CPI).
