The Country Level (C-1) is the Systemic Component of the ACV Index which is predetermined by alpha selection for world structuration.
Vector factorisation infers that the Country Level is system-dependent meaning that it is diagnostically fixated in real time (t) and particularised within a unitary system (alpha) that is common throughout the sample set. Country Level therefore specifies the quantitative measures of country outcomes.
The statistical method for Country Level correlates to the embedded transitive character of the ACV, which may be actual (de facto) or hypothetical (de jure) and inherently involves a two-step procedure of the world structuration paradigm (Alpha Matrix).

The resultant magnitude of alpha selection is denoted by Alpha 1, Alpha 2, Alpha 3 or Alpha 4 that correspond to nominated ACV Alpha Indices, namely e-Participation Index (α1), e-Government Development Index (α2), GNI per capita (USD) (α3), or GNI per capita (PPP, International dollars) (α4).
