Let me take a guess at the radio channel setup
Note that 151.31, 158.9625, and 170.15 have MO3 only - no portables or
mobiles or bases
154.22 R seems to be the main channel with 156.015 as the input channel
154.25 seems to be a tac channel
154.295 might be a mutual aid channel
151.04 is maybe a FG channel - only portables are licensed to use this freq
What they could do is - handle the first fire / incident on 154.22 R -
use 151.31 to relay from a 156.015 receiver in a chiefs buggy at the
scene to a tall antenna at the dispatch office - this could be patched
into the voter system and provide super dooper portable coverage at
the scene - if the fire is in a fortress, then 158.9625 could be used
to from a 156.015 receiver in a chiefs buggy at the rear of the
building
This would leave 170.15 still available to serve as a relay from a 2nd
scene - or to be used as a relay from a 2nd channel put into use at
the first scene
Or - if they want to use 154.25 or 151.04 as their primary FG channel,
they could use any of the MO3 freqs to relay that back to the
dispatcher. The dispatcher would not have the ability to talk on
151.04, but he could hear everything that is going on at the scene
