There are many perimeters, permits, licenses, forms and legal loopholes we will need to jump through before loading a single passenger. Here are just a few items that must be addressed. Maritime Law allows cannabis use IF the Ship is registered in a LEGAL state, such as California.
Sheriff's Department: Warranted with searching incoming passengers and monitoring movement of Cash and Dispensary products throughout the vessel. Each ship requires an Elected Sheriff and 9 Deputy Sheriffs; all who hold complete legal jurisdiction over the vessel, the public and ALL staff aboard. No cheap-ass security. At the home port we may require as many as 20 MORE Sheriff's officers for single day weekly boarding services.
Legal - Each boat will be registered in its respective states; California: LA County (west coast) and Flordia: Palm Beach (east coast), pay taxes to each county, state and federal entities, bank in each county, use registered dispensaries in each county and retain copies of ALL required permits per county, state and federal for the dispensaries and via a legal accounting firm; verify their Cannabis taxes, from sales.
Overlapping legal: We can use the legality already offered to current Cannabis companies existing in the designated counties to accomplish this. Its nothing more than looking for approval from the government agencies who legalize dispensaries & or lounges every day.
Who: We will contract with the largest Cannabis retailers per county who have established their legality and who RETAIN massive legal teams that can augment our legal department if needed. If the establishment wants to come after us, well we will have access to 100 top CANNABIS lawyers. After the State approving 'permitting' dispensaries; you would agree, they must allow Cannabis smoking lounges as per their rules of "NO SMOKING IN PUBLIC". Overall the actual "Cannabis" permits needed might be for not much more than the 2 dispensaries and per ship.
Designations: Stay within the confines of the United States and possibly stopping in Canada if so permitted. West Coast: California to Alaska (Catalina, San Francisco, Portland, Seattle, Anchorage). East Coast: Florida To Maine (and legal states in-between).
Smoking: This action is confined to 4 designated smoking "lounges" across the boat. Each lounge will have FULL time attendants/waiters/bartenders/performers 24/7/365. Each "hotbox"; located in the lounges are monitored inside and out with cameras for safety. No smoking otherwise in the ships.
Medical: Contract with each county to place 4 medical personal on board. Three paramedics and a Captain/Pilot who commands the Life Flight helicopter owned by each vessel or respective county.
Cannabis upgrades are:
4 Smoking lounges - Each with a "lifeguard" and chair. Not visible (behind "fogged" glass), smoking is limited to these lounges.
2 Dispensaries - Not visible to the public (behind "fogged" glass).
2 Vape Shops - One Cannabis, One Cig.

Today's ships don't use actual law enforcement, real fire personnel and they won't give those agencies jurisdiction over the life and liberty of their passengers; we will. We want a vessel with NO "disney brawls" or unwanted "drugs", no fires and less accidents, its ALL about Cannabis and we may just paint the ships green to prove it.
All other cruise lines live by this policy "Even if you leave from a state that has legalized marijuana use, don’t bring it with you. It is still a federal crime in the United States and will be treated like any other illegal substance". In most Cannabis-Legal states you have lounges, tours, hotels and events that allow the consumption of Cannabis. A Ship is no different if it is registered in a Cannabis-Legal state.
