A desktop computer is the most viable option for an elementary student. It offers flexibility, expandability, and long term affordability. Additionally, you can upgrade components such as RAM memory, CD Drive, etc. to keep your desktop computer running efficiently for a long time. Finally, desktops are very common and finding parts, service and buying warranty for a desktop system is usually more affordable than a laptop.

2. Laptop/Notebook
A notebook is mobile, which is a plus, bit it is because of that plus that notebooks are usually fragile (the lower ends brands and models at least). Keep in mind that your child/ren will put it to the test.
Notebooks are great for students that are already comfortable using a computer which is why notebooks are a much better option for high school students. Most notebooks provide the same options are a desktops system; however, they are limited in terms of expandability and upgradability. Lastly, notebooks are usually offered with slower processing power and resources. With a number of options, you will find a notebook that meets your child/ren needs; but be ready to pay for it.
