Subject: Ratification Vote for Tentative Agreement to Extend Current Agreement with HACLA
Good Morning Brothers and Sisters,
The Housing Authority of the City of Los Angeles has proposed to extend our Agreement by one year. Your negotiation committee met on November 8th and again on November 14th to consider the proposal made by HACLA. A unanimous decision was made by the committee to tentatively agree to the proposal, so that our members have the opportunity to weigh in and vote to adopt or reject the proposal. The details are as follows:
HACLA is seeking to extend the existing MOU with LACB&T by 1 year (through October 31, 2025), in exchange for the following:
Recruitment & Retention Bonus
$5,000 Non-PERSable Bonus payable as soon as feasible after ratification for Permanent full-time HACLA Staff staff who commenced their employment PRIOR TO January 1, 2023, and have been continuously employed through the effective date of payment.
$4,500 Non-PERSable Bonus for Permanent full-time HACLA Staff staff who commenced their employment in 2023 and have been continuously employment with HACLA through the effective date of payment in December 2024.
$4,000 Non-PERSable Bonus for Permanent full-time HACLA Staff staff who commenced their employment between January 1, 2024 through June 30, 2024, and who have been continuously employed with HACLA through the effective date of payment in December 2024.
Under no circumstances will an employee be eligible for more than one bonus under this structure, or for a bonus in excess of the maximum of $5,000.
In lieu of a 3% COLA on January 1, 2024, 4% COLA effective January 1, 2024.
4% COLA effective January 1, 2025.
If a majority of members vote to ratify the Tentative Agreement you would receive a cash bonus, payable in December, of either $5000.00, $4500.00 or $4000.00 depending upon your date of hire. In addition, instead of a salary increase of 3% effective January 1, 2024, you will receive an increase of 4%. Finally if a majority of members vote yes, to ratify the TA you will receive an additional 4% increase in salary effective January 1, 2025.
If a majority of members vote no in order to reject the Tentative Agreement you will not receive the cash bonus listed above. You will receive an increase of salary of 3%, effective January 1, 2023 which we have previously negotiated and is 1% less than the current offer, and we would enter into negotiations late next year for a new contract starting in 2025. After negotiations we could end up with and increase that is more, the same, or less than the 4% effective January 1, 2025, that is part of the current offer.
Our ratification meeting is scheduled for November 29, 2023 at 2:00 pm. HACLA has agreed to provide release time for you to attend this meeting. The address is:
