Tontine site update – 11 July
Precinct between Nicholson and John, Glenlyon and Albert.
Amendment C92 is on the agenda for the next Meeting of Moreland Council:
Date: Wednesday 14 July 2010
Where: Council Chambers, Moreland Civic Centre,
90 Bell StreetCoburg
Time: 7pm.
If Amendment C92 is adopted, it will facilitate development of a retail, commercial
and residential ‘neighbourhood activity centre’ on the site.
Owing to the scale of the proposed development, Amendment C92 includes
a ‘Development Plan Overlay’ (DPO) that sets out the conditions that will govern
all future development in the precinct. The DPO means that normal procedures
for notifying residents and receiving objections regarding planning permits are not
required. Instead, Council Officers can make decisions on applications that they
consider to be consistent with the DPO.
A group of local residents has been working with Councillor Jo Connellan and
she has agreed to move an Alternate Motion at Wednesday’s meeting. Her
Alternate Motion would amend the DPO in order to ensure that:
a) The text and concept plan of DPO11 reflects the maximum building heights
within the ‘Built Form Framework’ of the Brunswick Structure Plan (July
2008: vol.1, map 13);
b) The new ‘Main Street’ west of Gamble Street is limited to pedestrian and
bicycle access and movement only.
c) The ‘Development Plan Consultation’ provisions at part 4.0 of DPO11
include a requirement for Council to convene a community consultation
meeting prior to a decision being made on the proposed Development Plan.
d) Traffic and amenity impacts in local residential streets are controlled
appropriately.
e) Green open space for public and private gardens is included in the plan.
f) Other minor alterations are made to improve the provisions.
This Alternate Motion and Amended DPO are measures we can
support! They address the main concerns raised by community submissions
and would substantially improve the controls on this development.
If you can, please email Moreland Councillors or attend this
Wednesday’s Council meeting to tell our Councillors that
you want them to adopt the Alternate Motion that will be
proposed by Cr Jo Connellan.
