Windows Server 2008 comes with it's own firewall with Many more rules than previous versions. As a result you have to open the ports within the firewall.

The example below is for a standard Documentum Docbroker install running on port 1489 and 1490. From version 6.0 of Content Server a Docbroker required two ports.

Login to the windows server as an Administrator
The easiest way to launch the Windows Firewall application is to type "firewall" into the Windows Run box. The Windows Firewall with Advanced Security application loads
Highlight the "Inbound Rules" and select the option "New Rule..."
4. Set "Allow the connection". Click Next
5. Set "Port". Click Next
6. Set "TCP" as the rule to apply. Set the specific local ports separted with
commas "1489" and "1490" for the Documentum Docbroker. Click Next
7. Leave the defaults checked. Click Next
8. Set a descriptive "Name". Click Finish
9. The new Inbound Rule is shown and now you can access your docbroker from
other locations
