Abstract: For a large Capital Program, consisting of a large number of interdependent projects, determining the cost and the schedule contingency at a programmatic level is always a challenge. Everyone agrees that in addition to setting aside project contingencies for individual projects, maintaining appropriate capital reserve is a prudent policy. However, the agencies are often reluctant to set aside funds that could remain underutilized. Dr. Chaphalkar has been working at Los Angeles World Airports (LAWA) on the $30B capital program as Enterprise Risk Manager for the last eight years. He will present a proposed Weighted Decision Matrix model, to determine risk-based capital reserves. He will also discuss the developing schedule contingencies for interdependent project milestones, to ensure that the goals of the capital program are achieved.

SAN DIEGO GAS & ELECTRIC PIPELINE SAFETY ENHANCEMENT PLAN SITE VISIT

In 2011 the California Public Utilities Commission (CPUC) directed all the investor-owned utilities operating natural gas transmission pipelines in California to each develop an Implementation Plan to achieve the goal of orderly and cost-effectively testing or replacing all natural gas transmission pipelines in their system that have not been strength-tested. SDG&E supports this added measure of pipeline safety ordered by the CPUC, and submitted a Pipeline Safety Enhancement Plan (PSEP) to implement the directives of the Commission. That pipeline safety plan was approved by the CPUC in 2014.
SDG&E’s Pipeline Safety Enhancement Plan (PSEP) identifies various pipeline sections throughout the system that have not been strength-tested, or for which there is no record of a strength test, and slates these pipeline sections to be strength-tested or replaced. The Plan also proposes to upgrade, replace, or retrofit about 21 mainline valves in the system with technology that allows them to be opened or closed remotely by system operators from a central control location, or that automatically shuts off the flow of natural gas in the event of a large pressure drop.

Title: Owner Project Scheduling during the $6B Dulles Corridor Metrorail Project.

Abstract: The goal of every project is to complete the work on-time and on-budget. While often undervalued, the owner has an essential role in the development and maintenance of the project’s critical path method (CPM) schedule. Written by the schedulers for the Metropolitan Washington Airports Authority on Phase 2 of the $6B Dulles Corridor Metrorail Project, this paper shares the lessons learned during this fast-paced, exciting project.
Questions answered include: What are the best ways to explain the critical and near-critical paths of a complex schedule to non-schedulers? How can one effectively distill a 40,000-activity schedule into layouts that the owner’s on-site management team can actually use? What non-CPM schedule tools can be used to better illustrate the plan and track progress?
A successful scheduler must fully understand the contract and be able to coordinate with team members from different disciplines, regardless of the project’s size. This project provides an excellent case study on real-time scheduling and project management on a US-based megaproject. The lessons learned can be applied to other large-scale transit projects across the world.

Event Title: How can CPM and Last Planner Co-exist.

Abstract: CPM Scheduling is currently the industry standard for planning projects, communication with stakeholders and determining delay claims. Along comes the Last Planner System © which incorporates those doing the work, aka “the last planners” and focuses on removing roadblocks and creating flow on the project. How do projects use both systems at the same time? The complete and final CPM, known as the Baseline, is required usually very early in the project, normally within 30 days of NTP. This time frame is usually unrealistic to have the actual foreman from all trades performing the work involved in the detailed planning of the project. This presentation will discuss the strengths and weakness of both approaches and how each of them can complement each other to deliver a successful project.

Title: Managing and mitigating risk in a large transmission line project.

Abstract: 10/6 Professional Services was hired to provide Cost Controls and Scheduling services on an 80.3 mile 115kV transmission line project in Northern California. The project lasted six years from initiation to completion and, as with any project of this size, several incidents materialized that threatened the budget and planned completion date of the project. By developing a risk register at the beginning of the project, and rigorously updating it throughout the project cycle, the team was able to overcome several significant obstacles to place the project in-service on schedule and under budget. We will share some of the risks that threatened to derail this project, and the steps we undertook to keep the project on track.

Presentation Blurb: When delays occur on a project, one of the first arguments opposing parties will make is “concurrent delay!” This is often accompanied by attempts to horse trade delays by offsetting compensable time (either time-related costs for contractors or Liquidated Damages for owners) with non-compensable time. Accordingly, it is increasingly important for contractors and owners alike to understand “concurrency” and how it can be analyzed in a fair and reasonable manner. This presentation will provide an overview of the various definitions of concurrency, what to look for in your contract that may relate to concurrency, how to identify and analyze concurrency, and how to respond to allegations of concurrent delay.

San Fransisco AACE Chapter Presentation: Using the MCAA Productivity Factors: Is it Modified Total Cost in Disguise?
Webinar Description: When retrospectively quantifying a loss of productivity, the approach typically considered the most reliable, the Measured Mile, is at times infeasible due either to a lack of data, or to a lack of an unimpacted period or area of work against which to measure. Two widely used alternatives, the Modified Total Cost (MTC) approach and the MCAA factors approach, are often treated as distinct approaches that are typically considered less reliable than the Measured Mile. A critical aspect of these two approaches that receives little scrutiny is that the framework underpinning the MTC and MCAA factors approaches is the same. Each approach takes a labor hour (or labor cost) increase and explains a portion of that increase while leaving the remainder unexplained. The MTC approach expressly quantifies only the unrecoverable portion of the increase, while the MCAA factors approach expressly quantifies only the recoverable portion of the increase. This paper demonstrates that because of their symmetrical frameworks, the requirements for employing the MCAA factors approach are the same as for employing the MTC approach.
Josh Chittick is a Director in the Construction Disputes and Capital Projects Practice of Ankura Consulting Group, LLC. Since joining Ankura, Josh has assisted clients in analyzing schedule delays, cost overruns, losses of productivity, and other construction issues in support of disputes on large-scale capital projects. He has experience working on a wide range of projects both in the United States and internationally. Josh earned a B.S. in Civil and Environmental Engineering and a M.S. in Engineering Project Management, both from UC Berkeley, and has co-authored peer-reviewed papers on Measured Mile analysis, concurrent delay in construction, and the regional efficacy of LEED certifications.
Dr. David Halligan is a testifying expert in the fields of loss of productivity, schedule delay and construction management. For the first part of his career, Dr. Halligan was employed by major engineering and construction firms where, ultimately, as a Senior Project Manager, he was responsible for managing construction of over $750 million in projects, including a $400M laser research facility for the United States Department of Energy. In that capacity, he was responsible for scheduling, including monitoring design progress, estimating, cost control, and change order and claims management. Dr. Halligan is a licensed civil engineer in the State of California, and he has worked on nearly 100 projects, both in the United States and internationally. He is member of the American Society of Civil Engineers Loss of Productivity Standards Committee, which includes, as part of its remit, how to identify and quantify losses of productivity that occur on the design phase of projects.

Topic: Mr. Starnes has more than 25 years of experience in maritime civil engineering for infrastructure and transportation projects. He champions the use of Building Information Modeling (BIM) processes and provides leadership and guidance for collaborative working. He acts as information manager on BIM projects to ISO:19650, and devises and monitors suitable workflows for BIM processes, tailored to the needs of the project. Mr. Starnes manages a team of BIM coordinators and is responsible for ensuring consistent quality and on-time delivery of technical models. Mr. Starnes is currently the BIM Manager responsible for overall BIM management for the Bay Area Rapid Transit (BART) Silicon Valley Extension Phase II (BSVII) in San José, CA.
