Abstract: For a large Capital Program, consisting of a large number of interdependent projects, determining the cost and the schedule contingency at a programmatic level is always a challenge. Everyone agrees that in addition to setting aside project contingencies for individual projects, maintaining appropriate capital reserve is a prudent policy. However, the agencies are often reluctant to set aside funds that could remain underutilized. Dr. Chaphalkar has been working at Los Angeles World Airports (LAWA) on the $30B capital program as Enterprise Risk Manager for the last eight years. He will present a proposed Weighted Decision Matrix model, to determine risk-based capital reserves. He will also discuss the developing schedule contingencies for interdependent project milestones, to ensure that the goals of the capital program are achieved.
