The joint thesis manifesto puts forward a new set of legislations for the British Government to limit embodied carbon in construction. The proposal is a mixed-use establishment of housing and light industries. The industries involve a bio-based materials research laboratory, and a construction skills college to address the skill gap in bio-based materials. An exhibition space highlights these developments, and on-site accommodation is provided to students and staff.

The project addresses the housing crisis by retrofitting houses to reduce the residents' environmental impact and energy costs.
By retrofitting silos into temporary accommodation the workforce can work on-site to learn skills in bio-based construction. This is predominantly pre-fabricated load-bearing insulative panels using hemp and straw.
