Who is considered EL:

For the CCI, a student is counted as an English Learner if they were identified as EL at any point during their four years of high school. We continue to count these students in their perspective groups because traditionally, if these students exit in their earlier years in high school, their outcomes are more positive contributing to a better performance level for the school or district.
