Directions:  There are four words in the state motto.  Each blank space ( ___ ) represents a letter in each word.  The key contains the letters of our alphabet.  Each letter has a symbol.  Use the key to decode each word in the state motto.

Directions:  Read each incomplete sentence carefully.  At least one word is missing from each sentence. The number of spaces represents the number of letters in the missing word.  On a piece of paper, write down key letters from the words that complete each sentence.  Those letters will spell the name of Virginia's first town.
