Welcome, if you are here it means that you are interested in providing some kind of service/s to the individuals that are served by San Diego Regional Center. For every new service that you provide, a new vendorization is required to be completed. Follow the instructions below to submit your documents to start your vendorization.
The Lanterman Act of 1969 provides a range of services and supports to individuals with developmental disabilities in California, including early intervention, vocational training, residential care, case management, community integration services, and advocacy, all tailored to each person's specific needs through an Individualized Program Plan (IPP); essentially guaranteeing access to services that allow people with developmental disabilities to live independently and participate fully in their communities.
Per the WIC 4435.1(e) Department of Developmental Services will be implementing the following:
Create one way for new service providers to become vendors of the regional centers. This must be defined by June 30, 2025.
All regional centers must use the new way beginning January 1, 2026. They must provide an updated list of their service providers every 3 months.

To begin the process to become a Service Provider you will need to determine what service you will be providing. You must have experience (and in some cases - credentials and/or certification) in the service that you would be providing.
If your business is new to the Provider Directory, create login profile.
If your business is in the Provider Directory, login with existing credentials.
The timeline below shows the process that SDRC will use. It is important to read the entire DDS Website with all the steps of how to apply for service.
Submit information to show you meet the minimum requirements.
The regional center will review your request within 15 calendar days.
If you meet the basic requirements, you ‘ll be asked to submit additional information and documents to support your application.
When all requested information is received, the regional center will review your application for completeness within 30 calendar days.
If anything is missing or incorrect, you ‘ll have 30 calendar days to submit it. The submission review timeline/clock pauses for the regional center during this time and does not reset.
As a Potential Service Provider you will need to develop a Program Design that describes how your business will support the individual served following the requirements of Title 17, HCBS Final Rule and any other compliance requirements that fit your services.

When the application is complete, the regional center will review the application
The regional center will make a vendorization decision within 45 calendar days.
If approved, you ‘ll receive a vendor number.
If not approved, you ‘ll receive a denial notice with rights to appeal the decision.
For Services that are Approved:
➡️ Some Service Providers are required to have a 5 Year Contract in place before services can begin. This contract is created by the Resource Coordinator and submitted for signature via Seamless Docs. The contract must be sign by the President/Director of the Program and by SDRC's CFO prior to the start date.
All vendors will need to complete New Vendor Orientation Training via our learning platform called LEAP.
These trainings can be located on our SDRC Provider Learning Center.

Employment Services

If your services are not listed, the Resource Coordinator will provide the Orientation specific to your service.
All Providers: Self Determination Program
Once you have completed the SDRC New Vendor Orientation, Orientation specific to the service you are providing and Self Determination - Submit all the certificates to the Resource Coordinator to be added to your vendor file. If you have additional questions schedule a follow up meeting with the Resource Coordinator.
At the time of your approval of services, your Resource Coordinator will have submitted your Rate Request and EBilling Application to the appropriate departments within SDRC.
You will receive an ENCRYPTED email from EBilling Department stating that your EBilling and Service Provider Portal has been activated.
Once this had happened you are able to start providing services!!!
You are now able to start providing services. Please send a flyer with your information, (including: Name, Vendor Number, Phone Number, Email, desired clients, locations you will provide services and hours of operations) to your Resource Coordinator.
Your Resource Coordinator will then share with Client Services.
🚨 This does not guarantee referrals. You are to market your business as well within the desired community, having an online community such as social media and other marketing strategies.
