Carmen Roman, Borough Director

Carmen Roman has dedicated over 20 years of service in the areas of Youth and Program Development. She is a graduate of LaGuardia High School of Music & Art and Performing Arts and Hunter College. Her background includes experience in the performing arts, corporate music administration, music and art education, event production and community organizing. She had the honor of supporting the development of the South Bronx Youth Leadership Council. Carmen is an advocate for mentorship and cultural arts programs as well as providing work-based learning opportunities for young artists. While Director of the New York City Housing Authority Youth Chorus, she established a piano lab which enhanced her choral students' ear training and theory development by incorporating basic keyboard skills. She also supported her choristers’ transition to postsecondary education and adult life. Carmen is delighted to continue in service as a member of the Bronx Transition and College Access Center team with the New York City Department of Education.  

A. Stuart, Instructional Specialist

Mr. Stuart enjoyed over 15 years with the Department of Education as a Career and Technology Education Teacher for High School. In addition to teenagers Mr. Stuart had also taught adult education for over 8 years. He love to support our youth and serve as an inspiration to the NYC public school system. Transitioning into the role of an Instructional Specialist, he hopes to continue to support families, students, and staff. 

Sha'Von Hodge-Walcott, Teacher Trainer

Sha’Von Hodge-Walcott has worked for the New York City Department of Education (NYCDOE) for the past 19 years. Sha’Von has spent many of these years working with special education students in the South Bronx. She has been an advocate for students with disabilities and their families, ensuring they are given the support, program, and services they are entitled to receive. Sha’Von has held many positions within the NYCDOE including, Middle School Teacher, Grade Team Leader, Testing Coordinator, IEP Teacher and Special Education Coordinator. As a Special Education Coordinator Sha’Von realized she wanted to do more to help students with disabilities and their families. With her extensive background in Special Education Sha’Von decided to transition from the school setting and work at the Bronx Transition and College Access Center. As a Professional Development Trainer Sha’Von is excited to now assist students as they transition from school to the next phase of their life.  

Rosa Santelli, Teacher Trainer

Rosa Santelli has worked for the New York City Department of Education for past 16 years. Rosa has spent many years as a Self-Contained and ICT High School ELA Teacher in the Bronx. She has dedicated her life to helping all students with disabilities. Rosa also works closely with D79 students and supports their transition into adult life.  As a Professional Development Trainer, Rosa extends her love of teaching by supporting schools with transitional services for students with disabilities.   

Tamyra Winningham-Hyppolite, Community Engagement Manager

Tamyra Winningham has spent more than a decade of her career in the nonprofit sector engaged in supporting grassroots and community-based efforts to help empower and uplift those who may be disadvantaged or lacking access to resources to meet basic human needs such as food, clothing, shelter, education, and safety.  Through training, grants, networking, and community organizing, Tamyra has helped to provide tens of thousands of New Yorkers benefit from concrete efforts aimed at feeding, clothing, and housing homeless persons; combatting drugs and crime; offering improved educational opportunities; and fostering improved race relations.  Later Tamyra joined the NYC Department of Homeless Services where she worked for six years.  For the first three years she provided support to clients and staff at the City’s largest directly-run adult family shelter which housed as many as 425 clients at any given time.  She spent the last three years serving as the senior contract manager and Special Assistant to the Assistant Commissioner of Facilities and Logistics, managing more than 40 vendor contracts totaling more than 60 million dollars to maintain and repair shelters throughout New York City for our most vulnerable population of people.

Melissa Rodriguez, Office Manager

Melissa Rodriguez is a seasoned Office Manager with over 20 years in the administrative field. Having held positions in the legal, medical and business fields. Melissa is able to tailor her skills to meet the needs of various stakeholders. She is very effective advocating for children with disabilities and serves as a Spanish translator. In addition to her duties as a Borough Office Manager, Melissa is an exciting, vibrant and enthusiastic individual ready to support the Bronx TCAC office.
