Evidence-based Fidelity Implementation Measures and Standards
The purpose of the PBIS Tiered Fidelity Inventory (TFI) is to provide a valid, reliable, and efficient measure of the extent to which school personnel are applying the core features of school-wide positive behavioral interventions and supports (PBIS). The TFI is intended to guide both the initial implementation and sustained use of PBIS.
JUST THE FACTS
Who: Every school assessing PBIS implementation fidelity.
When: At the beginning of the year and then every third or fourth meeting. Sustaining implementers who score 70% or more over three consecutive meetings take the TFI once a year as an annual assessment.
Why: To assess PBIS implementation progress across one, two, or all three tiers.
How: After gaining consensus as a team, enter the agreed-upon scores.

Tier 1

This video provides an example of a Tier I or Universal Leadership Team using the Team Initiated Problem Solving (TIPS) Model to develop and implement Tier I systems and interventions for academic and social success; monitor fidelity of implementation of Tier I systems and support; monitor academic and social progress for all students; and screen, select, and refer students in need of additional supports.

What is this resource?
This readiness guide provides guidance to district- and school-based leadership team considering the implementation of Tier 2 systems.
Why is it valuable?
Tier 2 interventions are most effective when they stem from a solid Tier 1 base. The table not only reminds teams of this, it is also broken down into implementation phases. Guiding questions and suggested team activities are provided for each of those phases.

Tier 3
What is Tier 3 Support?
The MTSS/PBIS Triangle—The red area represents Tier 3 that supports a few students. Tiers 1 and 2 supports are still used with students engaged in Tier 3 supports.
MTSS/PBIS’ framework doesn’t just work with school-wide and targeted supports. It’s also an effective way to address sometimes dangerous, often highly disruptive behaviors creating barriers to learning and excluding students from social settings.
At most schools, there are 1-5% of students for whom Tier 1 and Tier 2 supports have not connected. At Tier 3, these students receive more intensive, individualized support to improve their behavioral and academic outcomes.
