Second Session of Annual Meeting – Voting

Voting on warrant articles 1 through 6 shall be conducted by official ballot to be held in conjunction with Town voting on the Twelfth day of March, 2024. Polls will be open from 7:00 a.m. to 8:00 p.m., Districts 1, 2, 3, and 4 at Pinkerton Academy, Hackler Gymnasium, Bypass 28, Derry, New Hampshire.

Warrant Article #1

01. To choose the following School District officers:


a) Two School Board Members (at large) (each for a 3-year term)
b) School District Moderator (3-year term)

Warrant Article #2

02. Shall the Derry Cooperative School District vote to raise and appropriate the sum of THIRTY SIX MILLION EIGHT HUNDRED SIXTY EIGHT THOUSAND FOUR HUNDRED FORTY DOLLARS ($36,868,440) for the purpose of financing school facility capital maintenance improvements; THIRTY SIX MILLION EIGHT HUNDRED SIXTY EIGHT THOUSAND FOUR HUNDRED FORTY DOLLARS ($36,868,440) to be raised through the issuance of bonds or notes under and in compliance with the Municipal Finance Act, RSA 33:1 et seq., as amended, with such bonds to be issued in phases over multiple years in amounts to be determined by the School Board which amounts shall not in the aggregate exceed $36,868,440; and to authorize the School Board to issue, negotiate, sell and deliver said bonds and notes and to determine the rate of interest thereon and the maturity and other terms thereof; and to authorize the School Board to apply for, accept, and expend federal, state or other aid, if any, which may be available for said project and to comply with all laws applicable to said project; and to authorize the School Board to take any other action or to pass any other vote relative thereto; and to further raise and appropriate the additional sum of THREE HUNDRED SIXTY FIVE THOUSAND SEVEN HUNDRED FIFTY DOLLARS ($365,750) for the first year’s payment on the first year bond. 3/5 ballot vote required. Warrant Article #3

03. Shall the Derry Cooperative School District vote to raise and appropriate the sum of SEVENTY ONE MILLION TWO HUNDRED THOUSAND DOLLARS ($71,200,000) for the purpose of financing the costs for the design, construction and original equipping of a new elementary school building and related improvements and the demolition of the existing elementary school building on School District owned property; SEVENTY ONE MILLION TWO HUNDRED THOUSAND DOLLARS ($71,200,000) to be raised through the issuance of bonds or notes under and in compliance with the Municipal Finance Act, RSA 33:1 et seq., as amended; to authorize the School Board to issue, negotiate, sell and deliver said bonds and notes and to determine the rate of interest thereon and the maturity and other terms thereof; to authorize the School Board to apply for, accept and expend federal, state or other aid, if any, which may be available for said project and to comply with all laws applicable to said project; and to authorize the School Board to take any other action or to pass any other vote relative thereto and to further raise and appropriate the additional sum of ONE MILLION SEVEN HUNDRED EIGHTY THOUSAND DOLLARS ($1,780,000) for the first year’s payment on the first year bond. 3/5 ballot vote required. Warrant Article #4

04. Shall the School District raise and appropriate as an operating budget, not including appropriations by special warrant articles and other appropriations voted separately, the amounts set forth on the budget posted with the warrant or as amended by vote of the first session, for the purposes set forth therein, totaling $103,484,475? Should this article be defeated, the 2024-2025 default budget shall be $102,737,154, which is the same as last year with certain adjustments required by previous action of the School District or by law; or the governing body may hold one special meeting, in accordance with RSA 40:13, X, and XVI, to take up the issue of a revised operating budget only. (Recommended by the Derry School Board)

Warrant Article #5

05. Shall the School District approve the cost items included in the collective bargaining agreement reached
between the Derry School Board and the American Federation of State, County, and Municipal Employees,
Council No. 93, Local 1801 that calls for the following changes in salaries and benefits at current staffing levels
over those paid in the prior fiscal year:

and further raise and appropriate the sum of $199,617 for the upcoming fiscal year (2024-2025), such sum
representing the additional costs attributable to the changes in salaries and benefits required by the new
agreement over those that would be paid at the current staffing levels? (Recommended by the Derry School Board)

Warrant Article #6

06. Shall the School District, if Article 5 is defeated, authorize the governing body to call one special meeting, at
its option, to address Article 5 cost items only? (Recommended by the Derry School Board)
