Dual or Concurrent Programs

Overview

The term "dual or concurrent enrollment program" means a program offered by a partnership between at least one institution of higher education and at least one local educational agency through which a secondary student who has not graduated from high school with a regular high school diploma is able to enroll in one or more postsecondary courses and earn postsecondary credit that:

  • is transferable to the institutions of high education in the partnership; and (8101)(15)(A)
  • applies toward completion of a degree or recognized educational credential as described in the Higher Education Act of 1965. (8101)(15)(B)

This need must be identified through the comprehensive needs assessment and articulated in the campus plan.

To ensure that all children receive a high quality education, and to close the achievement gap between children meeting the challenging State academic standards and those children who are not meeting such standards, each local educational agency plan shall describe:

  • how the local educational agency will implement strategies to facilitate effective transitions for students from middle grades to high school and from high school to postsecondary education including, if applicable:
    • through increased student access to early college high school or dual or concurrent enrollment opportunities, or career counseling to identify student interests and skills 1112(b)(10)(B)

A secondary school operating a schoolwide program under this section may use funds received under this part to operate dual or concurrent enrollment programs that address the needs of low-achieving secondary school students and those at risk of not meeting the challenging State academic standards - 1114(e)(1)

A secondary school using funds received under this part for a dual or concurrent enrollment program described in paragraph (1) may use such funds for any of the costs associated with such programs, including the costs of:

    • training for teachers, and joint professional development for teachers in collaboration with career and technical educators and educators from institutions of higher education, where appropriate, for the purpose of integrating rigorous academics in such program - 1114(e)(2)(A)
    • tuition and fees, books, required instructional materials for such program, and innovative delivery methods - 1114(e)(2)(B)
    • transportation to and from such program - 1114(e)(2)(C)

Nothing in this subsection shall be construed to impose on any State any requirement or rule regarding dual or concurrent enrollment programs that is inconsistent with State law - 1114(e)(3)

A secondary school operating a targeted assistance program under this section may use funds received under this part to provide dual or concurrent enrollment program services described under section 1114(e) to eligible children under 1115(c)(1)(B) who are identified as having the greatest need for special assistance - 1115(f)
