The 40% layout is the "extreme" layout unless factoring in some custom and ergonomic keyboards. This layout only consists of letters, general keys like shift, control, and backspace, etc. To use the other keys, you must utilize layers. More detailed information about layouts can be found on the Home Page.
I want to point out that all prices are "estimates" as they were the prices at the time this was created, and there is no guarantee that these keyboards are currently in stock either. I also did some rounding with a few prices, for instance I would have rounded $99 up to $100.
There will not be many options for 40% keyboards included in this list. There are very few options that are not group buys. There will not be any keyboards from groupbuys listed here, but I advise that you go out and check out what https://www.massdrop.com/mechanical-keyboards has available, as well as possibly check out the group buys that are currently running on https://geekhack.org/index.php?board=70.0. Note that if you go the group buy route, it will likely be months before you see your purchased product. This is due to the manufacturing process.

LED's can be added by adding LEDs to your cart and then requesting in the comments for them to install them. Also, I would recommend that you also request for them to clip and lube the stabilizers.
This keyboard can be selected as Fully-Assembled, or as a DIY kit. To have the board fully assembed you need to add both the kit, and the NIU 40% Assembly service added to your cart. The DIY kit will require you to solder all of the switches onto the PCB. If you do go the DIY route, make sure to order switches.
Don't forget to buy keycaps.
