The Endorsement Practicum program is utilized by educators teaching a high-needs subject for which the district cannot find an endorsed teacher.
This program allows PPS teachers who need to teach specific assignments outside of their endorsement area in high-needs subject areas to earn an endorsement if it is a TSPC-approved content area with a supervising teacher at their school.
The District Sponsored Endorsement is not designed to replace a University Endorsement program. It is meant to allow current regular educators who we need to teach in specific high-needs assignments the opportunity to earn the endorsement.

The Bilingual Teacher Pathway (BTP) program recruits and prepares bilingual and bicultural individuals to become licensed teachers. As a graduate of this program, you will be prepared to support students’ linguistic, cultural, and academic growth. Your impact will shape students’ success in navigating a multilingual, multicultural world.
All teacher candidates are placed in schools that have bilingual or dual-language programs and/or have a population of bilingual and emerging bilingual K–12 students. Student teaching placements are made in collaboration with school districts to ensure that candidates are mentored by master teachers. The program historically has been a “grow your own”/career-ladder path for professional advancement for bilingual instructional assistants in schools. It has evolved and continues to improve to meet the needs of the surrounding community and partner school districts.

As the Dual Language continues to expand its programs Portland Public Schools is looking for bilingual educators interested in teaching in a Dual Language Immersion setting.
First, candidates apply to the program and complete a partner language assessment. Second, candidates apply to Portland State University's Graduate School of Education or Oregon State University's College of Education and must be accepted into the university's teacher preparation program. The final step is to apply and be hired for a Portland Public Schools teaching or substitute teaching position. Starting from 2024, the program only recruits candidates who are PPS employees for the K-5 OSU program. The secondary candidates will work in PPS as substitute teachers, and in their second year, depending on vacancies, candidates can apply for teaching positions. Teacher Residents who accept a job offer apply for a Restricted Teaching License, which can be renewed twice as they complete their university program. Teacher Residents who are hired into substitute teaching positions would apply for a Restricted Substitute License.
