Above are listed some very broad comparisons and a google maps overview of the two cities. My hometown Roseburg is a very stereotypical small-town vibe city with it basically being a town you pass by when traveling south on I5. There are some bike paths within parks within Roseburg but not as vast or connected as Delft. Delft has a bigger city center with a lot more shops and cafes. The city center is also in the center and not like Roseburg's downtown which is shifted more southeast in reference to where I live. I live about 15 minutes driving a car from downtown and in Delft, I was a three-minute bike ride from the city center. Granted these numbers can change drastically based on location. Delft I feel like is structured more around its city center while Roseburg is more modeled around a couple of main streets that have shops or neighborhoods off of them. Both of the cities are close to larger bodies of water. Roseburg is a town of mostly families and Delft has a lot of students because of the TU Delft.
