ODE’s · Secondary-Postsecondary Transitions Team (SPST) is pleased to announce the launch of a new structure for the Career and Technical Education (CTE) web presence on the ODE website.
You’ll notice a new interface design for the CTE pages that we’ve intended to be more user-friendly and more closely aligned with the structure and terminology of the Oregon CTE State Plan. Existing web pages and content will remain essentially intact; you’ll just have some different portals through which to access them. Plus, there are additional pages with expanded information and resources.
You’ll still be able to access the CTE web presence through the ODE main page and the CTE main page—although the CTE page will definitely look different! However, you may wish to update any bookmarks you’ve been using to access pages directly. Special thank you to LInda Simeon, part of our Secondary-Postsecondary Transitions Team (SPST) for the website design and management.
Bills passed or in Governor’s Office waiting for signature
HB 2092 - Youth Corrections
SB 744 - Directs Department of Education to review state requirements for high school diploma and to make recommendations related to requirements.
SB 580 - Amends definition of "employment relations" to include class size and caseload limits as mandatory collective bargaining subjects in schools that qualify for certain federal assistance.
HB 2537 - Allows school districts to use moneys distributed from Student Investment Account for payment of student fees, costs and instructors of career and technical student organization programs.
SB 77 - Moves program that funds pilot projects in architecture, construction trades and engineering for high school juniors and seniors from Office of Community Colleges and Workforce Development to Higher Education Coordinating Commission. SB 5313 - Appropriates moneys from General Fund to Department of Education for certain biennial expenses.

New CTE Data System testing continues with ODE staff from the Secondary, Post-Secondary Transitions Team (SPST).
The new data system will integrate data for high school programs of study, community college programs, CTE teachers and licensure, and the Oregon Skill Sets. In addition, the CTE Data System will centralize the data from multiple systems in order to improve efficiency, improve data integrity, increase accessibility, increase transparency, and reduce manual interventions.
PCC's Oregon Manufacturing Innovation Center facility is hosting an "on-ramp to manufacturing" series of free courses in August and September. Read more

Work-based learning (WBL) is recognized nationwide as an important part of Career and Technical Education. Oregon’s State Plan for Perkins V emphasizes the importance of WBL and outlines how CTE secondary, postsecondary, and industry partners will work to expand equitable, high quality WBL experiences. In an effort to address this new initiative, the Oregon Department of Education in partnership with the Higher Education Coordinating Commission hosted six Perkins V and WBL & Data training sessions.
Session Topics included:
· Providing an equitable foundation to WBL experiences
· Applying the definition and criteria for Oregon’s Perkins V WBL
· Articulating examples and practices for measuring, collecting, and evaluating WBL experiences
· Accessing guidance and resources focused on WBL

McKenzie High School students have joined community volunteers in building sheds to help neighbors who lost their homes in last September’s Holiday Farm Fire as they start their rebuilding process. “This a learning opportunity for the students,” says construction teacher Lee Kounovsky. “This also teaches kids how to give back, how to donate and how to volunteer.”
The Bus Project invites students in Jackson County to help rebuild school buses into homes for families displaced by last fall’s Almeda Fire. “This is a really unique way for students to be involved in their own agency in building their own skills, as well as giving back to the community,” says Alli French, a member of Talent Maker City, a local nonprofit that helps manage the project.
“We’re trying to create something that is really unprecedented in Oregon,” said Hal Jones, Career and Technical Education Program and Pathways Coordinator at Medford schools.
Grants Pass HS has reacquired a 183-year-old bell that once hung in the original Grants Pass schoolhouse. Welding and Fabrication Instructor Jake Leair is challenging his welding students to design a new tower to house it.

Susana Cordova, a member of the 2018 class of Leaders To Learn From, was honored for her work accelerating outcomes for English-language learners while serving as deputy superintendent of the Denver School District; she assumed the superintendency later that year. Cordova left Denver in late 2020 to become a deputy superintendent in the Dallas district.
Ideas on how an often-neglected part of the curriculum—career and technical education—can be leveraged as part of racial justice work.
[Excerpt] A mounting body of research on school closures indicates that while all students have lost ground during the pandemic, students of color have been hardest hit, with the learning loss for them almost double that of white students. Longstanding educational disparities have been amplified.

The 2019-2020 school year was like no other in memory. Because of the unprecedented changes driven by COVID and other challenges, the Oregon Department of Education is proposing changes to the Perkins Performance Targets for purposes of federal accountability that were initially stated in Oregon’s CTE State Plan.
We invite you to participate in the PUBLIC COMMENT phase (March 19, 2021 – April 19, 2021) to share your views and opinions on these proposed adjustments.
The Proposed Perkins Performance Target Adjustment section on the ODE website will provide further information and the opportunity to lend your voice to this important work.
As economic insecurity and disparities persist for Black people, Latinx people, Indigenous people, and other communities of color and are exacerbated by the coronavirus pandemic, CTE programs that develop skills aligned with in-demand sectors can improve outcomes and mobility for communities facing structural barriers to equal opportunity.
