Dr. Phillips began her career in education at Oneida Elementary in 1999 as a Kindergarten teacher. In 2010, she was appointed as the district's Testing and Data Coordinator. In 2011, she became Supervisor of Instructional Services. In 2016, Dr. Phillips was appointed Director of Schools by the OSSD Board of Education. In June 2025, the OSSD Board of Education voted to extend her contract through June 2029.
Dr. Phillips is married to Ronnie Phillips and has a daughter, Savannah.

Dr. Phillips was selected by her colleagues in the Tennessee Organization of School Superintendents (TOSS) to be the 2023 East Tennessee Superintendent of the Year.
Dr. Phillips was selected by the Boys & Girls Club Hall of Fame Committee to be the 2023 Scott County Citizen of the Year.

On August 17, 2022, Dr. Phillips was invited to participate as a panelist for the Tennessee Organization of School Superintendents' new superintendent training. Dr. Phillips was the longest-serving superintendent on the panel. She discussed what it takes to be successful as a superintendent, the challenges that she has faced, and how to handle the daily stress that comes with the position.
Dr. Phillips completed the Tennessee Certified County Finance Officer (CCFO) training program provided by the Tennessee Comptroller of the Treasury & the County Technical Assistance Service (CTAS) in September 2023. This program consisted of eleven 8-hour courses covering a wide range of financial-related topics to improve awareness and fiscal responsibility in government-related finance. https://www.ctas.tennessee.edu/training/ccfo
