SAFE2SAY SOMETHING (S2SS) ANONYMOUS REPORTING SYSTEM

S2SS is a life-saving and life changing school safety program that teaches students, educators, and administrators how: (1) to recognize the signs and signals of individuals who may be at risk of hurting themselves or others, and (2) to anonymously report this information through the S2SS app, website, or 24/7 Crisis Center Hotline.

How it Works:

1. A tip is submitted via mobile app, website, or phone call- arriving at the S2SS Crisis Center.

2. Crisis Center analysts evaluate the tip by engaging the tipster in anonymous two-way chat and collaborating, when needed, with schools to gather contextual or historical information on the tip in order to provide detailed and immediately actionable information to schools and dispatch.

3. Crisis Center analysts deliver the tip to the impacted school and, as needed, local law enforcement via 911 County Dispatch.

4. The school and, as needed, local law enforcement, assess and intervene with the at-risk individual.

5. The school then closes out the tip and reports actions taken as a record for the school.

EMERGENCY PROCEDURES

School Closing/Late Opening Information

If inclement weather or other causes should necessitate the closing of school or require a late opening, students and parents will be informed of such action through the district Skylert System. The Skylert System will provide a message from the Superintendent of Schools which will include all relevant information and directions to the each student’s family phone or the phone which is listed on each students registration form. Information will also be posted on the OJRSD website, and the school district phone message board at 610-469-5100.

Fire Drills

At the sound of the fire alarm bell, classes shall leave their rooms promptly and in an orderly fashion. Students should proceed directly toward the exit indicated in the drill regulations posted in each room and as directed by their teacher. Lights must be turned out and classroom doors and windows must be closed. Students will be directed to return to the building by staff at the conclusion of the drill. A practice drill will be held each month during the school year.

Run, Hide, Fight

The Run, Hide, Fight response to an active shooter situation has been introduced and implemented at the high school. Students have and will continue to be trained on all three responses. For more information please visit the district website here.

Lock Down Procedures

Each staff member at the high school has been provided with directions to conduct a lock down of the school. These procedures are designed to protect students, staff, and visitors from potentially dangerous circumstances. The lock down status and directions will be announced over the school PA system. All students and staff are required to comply until the lock down is officially concluded. Lock down procedures will be practiced several times during the year and will also be used during drug sniffing canine searches.

Evacuation/Other Emergencies

The school district has developed evacuation plans for each building in the event such action must be taken to protect our students and staff. If such action is deemed necessary, the school administrators will make the necessary announcements over the public address system. All students and staff will be expected to follow the instructions given at that time. Students will not be permitted to leave campus in order that the school can accurately account for all students. Additionally, evacuations may be limited in duration and the school schedule may be resumed that day. Information will be distributed to parents and the community via the OJRSD website and/or Skylert system in as timely a manner as possible as information becomes available.

NOTE: Campus security will prohibit anyone except emergency vehicles from entering the campus during such an emergency. Parents are requested not to call or come to the school campus during an evacuation or other emergency. Driving to the school will cause traffic congestion that could potentially interfere with the arrival of emergency vehicles should they be needed. Parent phone calls, likewise, will tie-up phone lines at a crucial time. If circumstances warrant, students will be evacuated from the school property by school vehicles to be picked up by parents at an off-campus site.

Security Devices

No student shall touch, move, slide or remove any lock down magnet, barricade bar, emergency manual or any other device designed for and implemented to keep persons safe during an emergency situation including, but not limited to a lock down, active shooter incident, or fire evacuation unless a true emergency is in effect or they were instructed by a teacher or staff member to do so. Any student found tampering with or in possession of a lock down magnet, barricade bar, emergency manual or any other tool designed and implemented to keep persons safe during an emergency situation is subject to school discipline and criminal charges if warranted.

Exterior Door Safety

No student shall open, or prop open, any locked exterior school door for any person or persons. All individuals looking to enter the school building during the school day shall report to the main entrance and check in through the main office. Any student found opening, or propping open, any locked exterior door for any person or persons is subject to school discipline and criminal charges if warranted.

LOCKER POLICY

All lockers, which are provided by the School District to its students, will at all times remain the property of the School District. These lockers are loaned to the students for their convenience. Students may not place an item or items in these lockers if the possession of the particular item or items would be a crime under the laws of the Commonwealth of Pennsylvania.

The school principal and assistant principals will retain such master keys and combinations which will permit them to enter all lockers. Any locker will be subject to inspection by the principal or assistant principals, if a student assigned to the locker is reasonably suspected of having illegal material in his or her locker. The search should be conducted by the principal or an assistant principal with at least one other administrator or teacher present. The student whose locker is to be searched shall be notified of the search prior to the time that it is performed and shall be given an opportunity to be present at the time of the search. However, where school authorities have a reasonable suspicion that the locker contains materials which pose a threat to the health, welfare, or safety of students in the school, student lockers may be searched without prior notification.

All illegal material found during a search of a student's locker shall be seized by the principal or assistant principal conducting the search. Any illegal material found in a student's locker will be considered in the possession of the student who is assigned to that locker, and will subject that student to all of the provisions of Policy 226 (concerning Exclusions from School), Policy 227 (concerning Possession of Drugs and Alcohol) and other policies that pertain to illegal material found in the locker. Any illegal material seized from a student's locker may be used as evidence against the student in disciplinary proceedings. In addition, the illegal material confiscated will be turned over immediately to the appropriate law enforcement agency for further investigation and for the institution of possible juvenile or criminal proceedings.

Blanket searches of every locker will not be permitted, except in emergency situations where there is a reasonable suspicion that a locker or lockers contain material which poses a threat to the health, welfare, or safety of students in the school.

The school or its personnel are not responsible for any lost or stolen items from school lockers. Students are strongly advised not to leave money or other valuable items in lockers.

Lockers for Physical Education Classes

The items covered above in the Locker policy also apply to lockers for Physical Education classes. Students are informed of the security concerns and locker room procedures by their Physical Education (PE) teachers. During Physical Education classes, students are provided lockers to secure their personal belongings. Students are strongly encouraged to bring their own locks to class. Some locks are available to be used temporarily for the period from the PE teachers. School issued or personal locks are only to be used during the period the student is in the class. Prior to class, students may give money or other valuables to the PE teacher to be locked in the Physical Education Office. The school or its personnel are not responsible for any lost or stolen items from lockers or the locker room.

PROTECTION OF PERSONAL PROPERTY

Students are encouraged to be conscientious about being responsible for and securing their personal belongings and school issued items. Students should not bring valuable items to school and do so at their own risk. The school or its personnel are not responsible for any lost or stolen items. Students are urged to mark all personal belongings with indelible ink, sewing tapes, etc. Lockers are provided for storage of books and other property needed at school. Students using school lockers must do so within the guidelines of the school’s locker policy.

Lost and Found

Lost and found items are sent to the Main Office. Found items are sent to the Main Office daily, so students who have lost items should check in with the office personnel periodically. After a reasonable period of time, unclaimed articles will be disposed of.

SURVEILLANCE CAMERA NOTICE

Students and parents/guardians should be aware that the School District has surveillance cameras monitoring various school building areas including the high school parking lots, hallways, gymnasium, cafeteria and vending machine area. All school buses also have surveillance cameras. Camera recordings are reviewed by school officials for discipline and safety purposes, and may be provided to police or used in school disciplinary proceedings. Students should understand that their actions while in these areas will be recorded – and that they should have no expectation of privacy in these areas.

VISITORS POLICY

The OJRHS administration and staff seeks to be gracious hosts to all visitors. At the same time, it is our responsibility to provide a safe and secure environment for students and staff. All student visitors must be approved by the administration and classroom teachers twenty four (24) hours in advance of the visit. All visits must serve an educational purpose. All visitors to the high school are required to report to the reception desk in the lobby of the main entrance or the Main Office. Visitors will be required to sign in and will be issued a visitors pass. All visitors should expect to have their identification processed through our Raptor System which helps us screen and track visitors to our school in an effort to keep our school safe. Before leaving, visitors are expected to return their pass to the reception desk and sign out.

Parents who wish to visit their child’s classroom must have administrative approval prior to entrance into the classroom. Teachers will be given appropriate notice for this visit. The administration reserves the right to limit or deny such visits if they are for any reason deemed to be disruptive to the educational environment.

Unscheduled visitations result in interruptions to the school education program and create a potential liability issue. Unauthorized visitors are not permitted on school grounds during regular school hours and may be subject to legal prosecution.
