The environment of information, research, and education is evolving rapidly across our global network. This state of continuous development and change demands fast-paced, evidence-based adaptation as we strive to deliver high-performance service and systems. We need to ensure that all staff have the data and tools they need to continuously assess services and understand the demands of the evolving environment. We should encourage and nurture innovative processes and the ability to apply creative problem solving. Developing a widespread culture of and capacity for assessment, analysis, and nimble response is the next phase of our Learning Organization.
