What is the HIDOE Opening of the School Year Packet (OSYP)?
The OSYP is a collection of required documents, policies, and procedures that all HIDOE employees must review at the beginning of each school year. It includes critical updates, legal requirements, and professional responsibilities.
Who is required to complete the OSYP review and trainings?
As an employee of the DOE, you are required to follow all Board of Education BOE policies, procedures, regulations, and orders of management, including guidelines and expectations. Failure to do so may subject you to disciplinary action. In addition,
Yes. Under Board of Education policy, all individuals—including volunteers—in the public school system or library who have access to students or student information must complete and sign the relevant OSYP acknowledgment forms, including confidentiality agreements. This requirement ensures that volunteers understand their obligation to act ethically, comply with laws and departmental policies, and safeguard public trust in education.
The OSYP packet specifies that “volunteers who have access to students or student information in schools are likewise required to review the BOE Policy 500‑21 and sign the acknowledgement.” Since the OSYP clearly states that volunteers must review policy 500‑21 and complete the confidentiality form, volunteers must indeed fill out the OSYP acknowledgment form.

You may complete the requirements using a mobile device or computer, but a desktop or laptop is recommended for optimal viewing and ease of uploading documents.
New hires must complete all required trainings as part of their onboarding. Some may be asked to complete additional HR or security forms.
No. All DOE employees, regardless of employment status, are expected to review the OSYP and complete required trainings.
Yes. You may receive reminders from your school office or principal. After submitting your form, you can also opt-in to receive a confirmation email.
Yes. Your submission via the Google Form serves as your acknowledgment. School or complex office staff may verify your completion for records.

Most trainings take 15–30 minutes. Please allocate sufficient time to read and review the material thoroughly.
No. You may complete each training separately. However, ensure that all are completed and certificates uploaded before the deadline.
It depends. The FERPA training must be completed at least once every 5 years. If you completed the FERPA training previously within the aforementioned timeframe, you may upload the previous certificate.
New employees MUST create a new user account to access the FERPA training. For new employees or employees that need to re-certify, please do the following to complete the FERPA 101 Training:
1. Click the FERPA 101 training website (https://studentprivacy.ed.gov/training/ferpa-101-local-education-agencies)
2. Select “Click here to access this course” you will then be redirected to “https://usferpatraining-console.lrn.com/login”.
3. Click “New User” and complete your registration
4. Using your registered User ID and Password, log in to the training
5. Complete the “FERPA 101: Local Education Agencies” training
6. Upon completion, you will receive a certificate that needs to be uploaded to the Google Form and/or submitted to your supervisor.
It depends. The Mandatory State Ethics training must be completed at least once every FOUR (4) years. If you completed the Mandatory State Ethics training previously within the aforementioned timeframe, you may upload the previous certificate.
Pursuant to Hawaiʻi Revised Statute (HRS) §84-42, all employees of the Hawaiʻi State Department of Education (Department) shall complete either a live or online ethics training course administered by the Hawaiʻi State Ethics Commission (Commission) at least once every four (4) years. New hires to the Department must complete training within 90 days of becoming an employee. DOE employees have two options to complete the mandatory state ethics training: Training Resource Page
Option #1 - Individual Online Training - Self-guided video with a certificate of completion
Option #2 - Group Viewing Training - School/Office will lead the training and show video. Employees will not receive a certificate of completion, however, the school is responsible for tracking those in attendance at group viewing.
Training Certificate: Those who choose to do the Online Training will receive a certificate of completion. To receive the certificate, employees should enter the required information, including an 8-digit DOE Employee ID number and a certificate will be sent via email.
Use the embedded Google Form on Section “Step 4: Acknowledgement Form” on the Google Site to upload your certificates. Each certificate may be submitted through the form in PDF, JPG, or PNG format.
Yes, a clear screenshot showing your name, training name, and completion date is acceptable. Each certificate may be submitted through the form in PDF, JPG, or PNG format.
On the “My Queue” home page, select “View Completion History” near the top right corner. Find the “FERPA 101: Local Education Agencies (Accessible)” training and under “Actions” click the print icon to print your certificate.
Check your email for a confirmation message or certificate link. If none was received, return to the training site or contact the training provider.
After submitting the OSYP for SY 25-26 Acknowledgement Form, you should see a confirmation message on the form. All submitted forms will also receive a confirmation email.
Yes. Use the “Edit your response” link provided after submission or submit a new form entry. Only your most recent submission will be reviewed.
