Intervention & Referral Services
Intervention & Referral Services (I&RS) is an interdisciplinary team of professionals within the school environment, including administrators, counselors, instructional staff and parents, who come together throughout the school year to formulate coordinated services and team delivery systems to address the full range of student learning, behavior, social, and health problems in the general education program as well as for students determined to be in need of special education programs and services. According to N.J.A.C 6A:16-8.1.,8.2 the goal of the committee is to see measurable student improvement in the identified targeted areas. Staff members refer students to the I&RS Committee through an I&RS referral form. The referral form is directed to the I&RS Coordinator who then advises the parents of the referral. The I&RS Committee develops an Action Plan containing goals, interventions, and a timeline for the plan's duration.
The I&RS Committee assists school staff by providing strategies and interventions to resolve an array of academic and behavior difficulties in the general education setting. The I&RS Team process provides students with an opportunity to be successful in the overall school environment.
The I&RS Committee process is not an automatic precursor to a Child Study Team evaluation. It represents a separate and distinct team effort to provide help via classroom activities. However, some students may be referred to the Child Study Team for an evaluation after and I&RS team intervention is unsuccessful.
Intervention & Referral Services (I&RS) is a required support system for schools where a group of multidisciplinary professionals coordinates the delivery of intervention services to address student learning, behavior, social-emotional, and health needs in general education. The goal of I&RS is to see measurable student improvement in identified targeted areas outlined in the individualized I&RS Action Plan containing SMART goals, progress monitoring, and ongoing analysis of progress.
At Northern Highlands, I&RS is implemented using the New Jersey System of Support Model, derived from the Multi-Tiered Systems of Support (MTSS) framework. Multi-Tiered Systems of Support (MTSS) is an evidence-based framework for implementing student learning, behavior, social-emotional, and health interventions to improve achievement for ALL students. MTSS is based on the core components of the three-tier prevention logic of Response to Intervention (RTI). MTSS and RTI integrate data-based decision-making, use assessments to match students' needs to interventions, incorporate a multidisciplinary team process, and emphasize the importance of early identification in the least restrictive setting.
