In January of 2025, North Andover Public Schools submitted an application to the Community Preservation Commission (CPC) to fund reconstruction and enhancements to the tennis courts at North Andover High School. - February 3, 2025
On May 13, 2025, Annual Town Meeting voted to approve the recommendation to fund reconstruction and enhancement of the high school tennis courts with CPA funding. Additionally, the Town approved a capital appropriation to install a new turf playing surface for baseball/softball at the high school. In all, Town Meeting approved just over $13 million in funding to address capital projects that ensure the upgrade, repair, and renovation of the Town's public buildings and schools. - Updated 5/14/2025

In February of 2024, the Stevens Memorial Library announced that a project to replace the Library's historic front steps would be commencing in Spring of 2024: "This Spring a project to remove the stairs, and using the original granite steps, and rebuild begins shortly. The project begins with the removal of the ½ walls and shrubs in the lawn." The project is being funded with over $500,000 in Community Preservation Act funding (awarded over multiple years). - Updated 2/20/2024
In November of 2023, the Massachusetts School Building Authority (MSBA) approved the Kittredge School Building Committee's selection of Colliers Project Leaders for Owner's Project Manager (OPM) service for the Kittredge School Feasibility Study. The OPM will represent the Town during the feasibility study and schematic design phases, which may be amended to include continued Project Management Services through design development, construction documents, bid and award, construction, and final closeout of the proposed project. On October 3, 2023, the Town broke ground on a project to construct an addition to North Andover Middle School, which will make ADA and fire/building code improvements, as well as add needed classroom and lab space. Click here to follow progress of the project, - Updated 10/4/2023
The Town is currently working with Winter Street Architects of Salem, MA on a building study of the soon-to-be-vacant Senior Center at the rear of Town Hall. The architect/consultant is examining all building systems, gauging the needs of various Town departments for additional space that the building could potentially accommodate, and will develop cost estimates for various reuse scenarios. This work is being funded with a grant that the Town was awarded through the State's Housing Choice Program.
In February of 2023, the Town Manager presented her recommended FY24 budget to the Select Board, which includes an approximately $29 million capital budget. That recommended capital budget includes: -Updated 2/13/23

The Town finalized its second Facilities Master Plan, which will guide major public facilities projects for the foreseeable future. The Plan takes into account recommendations from the Town's School Capacity Subcommittee and recommends that projects be undertaken at several public school facilities, in addition to the Youth Center and Fire Station #2.
A new, two story, 13,500 square foot senior center is currently under construction at the corner of Sutton Street and Surrey Drive and is slated to be complete in early 2023. Click here for more information about that project.
In January 2022, the Town received a grant of $52,000 from the Massachusetts Office of Disability to fund an Americans with Disabilities Act Self-Evaluation and Transition Plan.
In April 2022, the Town selected Northeast Independent Living Program (NILP) to conduct the evaluation and develop the Transition Plan.
In June of 2022, the Town completed this project, which includes an evaluation of 21 Town facilities and the Town's website for ADA compliance, an update to its ADA Policies and Procedures, and a Transition Plan that outlines suggested improvements to all facilities to ensure 100% ADA compliance. In November of 2022, the Town's Select Board approved the use of American Rescue Plan Act (ARPA) funding to provide Town staff with wellness programming. The program will provide an interactive, educational, and in-person program for staff over four (4) sessions/programs, and will include the following components: The impact of Covid upon professional lives and personal mental health; specific focus on loss, depression, and anxiety; discussion about the stigma of mental health, how and when to reach out and access support, and how to support a colleague/friend; listing of town and local resources that support mental health; specific focus on self-care – what it is, why it is important, and what it might look like for each participant. - Updated 11/17/22
In September of 2022, the Town's Select Board approved the use of American Rescue Plan Act (ARPA) funding to expand staff resources at the Youth and Recreation Services Department, that will enable it to bring on an employee trained to work with young people on issues related to social/emotional/mental health. This position will be shared with the School Department. - Updated September 26, 2022
In 2018 the Town hired a full-time Community Support Coordinator. The Coordinator works out of the Police Department and advances individual and community wellness and growth by providing personal support and community partnership and engagement to members of the North Andover community. Resources available include individual support and advocacy, information and referral services, and guidance through various needs.
In 2022, the Town bolstered the Community Support Department by hiring an additional staff person to assist with caseload.
The Health Department's web page has links with information/resources for maternal mental health, as well as substance abuse.
Work with local internet and cell service providers to proactively seek out new technology to expand access in North Andover and nearby communities. - Last Update: January 29, 2025

In April of 2024, the Town applied to the Massachusetts Broadband Institute's (MBI's) Municipal Digital Equity Planning Program for a grant that would enable it to work with a qualified consultant on developing a digital equity plan. A digital equity plan would bring together relevant stakeholders and the public to identify areas or populations that do not have adequate access to the internet/broadband, a provide a set of actions that the Town could take to broaden access to the internet. - Updated 4/8/2024
In May of 2024, the Town was awarded the grant referenced above. It was then teamed with consultant ctc technology & energy to help it produce a digital equity plan for the Town. As part of the planning process, the Town engaged with a variety of relevant stakeholders in the community to understand ongoing initiatives related to digital equity and ideas for expansion. Additionally, the Town solicited feedback from residents through a digital equity survey, receiving over 400 responses regarding their experience accessing the internet in North Andover. The Town Manager's recommended FY24 Budget includes $85,100 as part of its Capital Improvement Plan to complete a Tree Inventory and Management Plan. - Updated 3/20/2023
In March of 2024, the Town issued a request for proposals (RFP) to solicit proposals from qualified consultants who could assist the Town in conducting a tree inventory and producing a tree management plan. In May 2024, the Town selected and contracted with Davey Resource Group to perform this work. The project was kicked off in August of 2024 and the consultant team has already begun the tree inventory process. - Updated 8/20/2024

In May of 2022 the Community & Economic Development Division worked with the Conservation Administrator and Staff Planner to submit an FY2023 Municipal Vulnerability Preparedness (MVP) Action Grant application to fund an Urban Forestry Master Plan that will include a tree canopy assessment (shade tree inventory). Unfortunately, the Town was unsuccessful in securing this grant.
2/24/2025: The Town's Tree Inventory and Management Plan is presented to the Select Board.
Complete the Stormwater Management Plan and make improvements and replacements where necessary.

With assistance and guidance from engineering firm Tighe & Bond the Town completed its Stormwater Management Plan in February of 2019, and updated it in November of 2021.
Continue to upgrade and replace aging pipes for sewer and water systems, including evaluating possible expansion capabilities to residents that are not currently served by sewer and water infrastructure with a specific focus on protecting the drinking water supply. - Last Update: May 14, 2025

On May 13, 2024, Annual Town Meeting approved $1,750,000 for the Town's Capital Improvement Plan (CIP) to support a lead service line replacement, water distribution system improvements, sewer pump station improvements, and sewer collection system improvements. - Updated 5/14/2025
In November of 2023, the Select Board approved the use of $315,000 in American Rescue Plan Act (ARPA) funding to complete a sewer connection to the North Cross Area, which includes approximately 230 feet of new 8” PVC gravity sewer pipe and approximately 100 feet of 6” PVC sewer pipe for five (5) sewer lateral stubs. - Updated 11/28/2023
In July of 2023, the Select Board approved the use of $750,000 in American Rescue Plan Act (ARPA) funding to clean an existing water line along Sutton Street at Frontage Road, and install a structural lining of 8" in an existing cast iron water main under the railroad tracks. The cast iron pipe was installed in 1898 and in need of this repair. Cast iron pipe is suseptable to fracture which could have devastating effects due to its location under the railroad tracks. Cleaning the pipe will improve water quality in the area. The project funding is $250,000 for engineering and $500,000 for construction. In September of 2022, the Select Board approved the use of $3.5 million in American Rescue Plan Act (ARPA) funding to develop engineered plans for upgrades and repairs to all sewer pump stations in town, to replace the Willows pump station with a gravity line that will lead to the Jasmine Pump Station, and to make other repairs/upgrades as funding will allow. On April 1, 2025, the Town's Affordable Housing Trust, in partnership with Essex County Habitat for Humanity, launched a "Critical Home Repair" Program. The program utilizes volunteers, donated product and flexible sources of funding to make affordable home repairs, helping low-income homeowners continue to live independently and securely in their homes. This program primarily serves, but is not limited to, elder and/or disabled homeowners, and does repairs necessary to maintain sound condition of the home, weatherization and energy efficiency, those needed to alleviate critical health, life and safety issues or code violations. - Updated 4/1/2025
In February of 2025, the Director of Elder Services provided an update to the Select Board about the Department's strategic planning efforts. In this update, she noted the following with respect to services provided by the Senior Center / Elder Services Department from 2023 to 2024 (not an exhaustive list):
A 43% increase in the number of people served and a 58% increase in the number of times they were served;
Number of fitness classes provided were doubled;
Daily lunch extended to five days per week;
In October of 2023, the Elder Services Department was awarded a grant of over $13,000 from the State's Executive Office of Elder Services to provide Chromebooks to eligible seniors in the community, as well as to provide them complementary technology training. - Updated 11/22/2023

The North Andover Department of Elder Services / Senior Center provides several programs and services to assist the town's senior population. These services include (but are not limited to):

The Town's Facilities Master Plan II, completed in 2022, plans for a physical expansion of the Youth Center. The expansion, as currently conceived, would consist of an additional 5,752 square feet, which would provide five more rooms for multi-purpose activities. The spaces would be used for a game room, activity room, academic room, music room and arts room.

In 2022, the Town hired consultant Gale Associates to help it develop an Athletic Fields Master Plan, which was completed in January of 2023. The Plan evaluates the condition and use of the existing athletic fields in town and proposes improvements at these sites to enhance the town’s many athletic programs and outdoor venues. The fields involved in this project are: Carl Thomas Complex, Grogan’s Field, McEvoy Fields, Aplin Playground, North Andover High School, Carter Fields, Drummond Park, Gallagher Fields, Dale Street Fields, Reynolds Fields, Foster Street Fields, Berry Street Field, and Sharpners Pond Fields. - Updated 1/2023
On November 2, 2022, the Town held a public meeting to give members of the public the opportunity to share their input on the condition, availability, and effectiveness of the town athletic fields in meeting the community's needs. - Updated 11/14/22
Installation of a new track was completed at North Andover High School in November 2024.

Currently, the Town does not own sailboats for use in sailing lessons. If it were to ever pursue the implementation of sailing lessons, it would need to do so in coordination with the Water Department, in order to ensure that any activity does not negatively affect water quality. - Updated 11/14/22

In 2023, the Gatehouse was fully renovated by third party management company Fireside Catering. The building is now occupied by a full-time caretaker for the property.
In May 2021, the Town entered a 10 year agreement (with two potential five year extensions) with Fireside Catering and Mass Audubon for management of the Stevens Estate and its grounds/trails, effective October 15, 2021.

In September of 2022, the Select Board approved the use of $480,000 of American Rescue Plan Act (ARPA) funding to support procurement, outfitting, and staffing of a van that will be operated by the Stevens Memorial Library. The Library hosts numerous events, lectures, club gatherings, etc. throughout the year, which are displayed on its homepage.
Stevens Memorial Library Director Kathleen Keenan provides an overview of the Town's new mobile "Bookmobile."

In July of 2023, the Select Board approved the use of $20,000 in American Rescue Plan Act (ARPA) funding for grants to supports local veterans. This program is being run by the Town's Veterans Services Department. - Updated 9/14/2023
In September of 2024, the Select Board approved an additional $10,000 in ARPA funding to support local veterans, and to refurbish lettering outside of Veterans Memorial Auditorium at North Andover Middle School. - Updated 10/7/2024
In 2022, the Town strengthened staff support for the Veterans Services Department by increasing the part-time administrative assistant position to a full-time role.
In 2022, the Town received $65,000 from its state legislative delegation for completion of the Vietnam Memorial at North Andover High School. The names of all Vietnam Veterans who served from North Andover will be inscribed in the pavers at the existing memorial. The project proposal has been submitted for bid as of mid-January 2023.
Make “green” or environmentally-friendly improvements to existing Town buildings where feasible, including the use of renewable energy sources such as solar. - Last Update: February 15, 2023

In fall of 2022, the Town was awarded $139,993 from the Commonwealth's Green Communities Grant Program to fund energy conservation measures, interior and exterior LED lighting, door weather stripping, and air sealing, in municipal facilities including the High School, Atkinson, Franklin, Kittredge, Sargent, and Thomson Elementary Schools, and Town Hall. - Updated 2/15/23
On February 2, 2017, the Massachusetts Department of Energy Resources designated North Andover as a Green Community. The Green Community Designation and Grant Program provides a road map along with financial and technical support to municipalities that 1) pledge to cut municipal energy use by an ambitious and achievable goal of 20 percent over 5 years and 2) meet four other criteria established in the Green Communities Act.
Since 2017, the Town has received over $860,000 in grant funding from the Green Communities program for six (6) projects. Those projects are outlined in the above chart.
The Town has an Energy Reduction Plan, which was approved by the Select Board in November of 2016.

In April of 2025, the Town provided notice to residents that they could procure an Earth Machine Compost Bin from the DPW. The program stems from a partnership between the Town's DPW, Sustainability Committee, and the Massachusetts Department of Environmental Protection (MassDEP). - Updated 4/2/2025
The Town's Conservation Department provides information on its webpage about wetlands and why they are important.
On a webpage dedicated to the Town's Lake Cochichewick Watershed Plan, the Town provides a link to watershed protection educational resources.
The Town will often share educational information about environmental protection via social media, such as the post shown at the right, which is about reducing harmful chemicals in stormwater runoff.
In February 2022, the Planning Department sent educational mailers to watershed residents, as well as landscapers and realtors that operate in town. The mailers detailed best practices for watershed protection at home and activities that require a permit in the watershed. This initiative advanced educational goals outlined in the 2021 Lake Cochichewick Watershed Plan Update.
Provide recycling bins in the downtown area and in municipal buildings.

The Town regularly solicits new volunteers to serve on boards and commissions.
In February of 2023, the Select Board approved the use of $150,000 in ARPA funding to support the development of a Town-wide equity audit, which will involve hiring an outside "equity expert" to conduct a comprehensive audit of the school department and Town departments in all its interactions and policies with students, staff, residents, businesses and other stakeholders. It will entail interviews, focus groups and surveys to help in the assessment and to help develop recommendations for corrective actions. - Updated March 1, 2023
The Town formed a Commission on Diversity, Equity and Inclusion, which began to meet in October of 2020. The Commission's mission statement says that it is to act as a central focus in the Town and community, advocating and advising on diversity issues, providing information, referral, guidance, education and coordination to public agencies, private persons, organizations and institutions engaged in activities and programs intended to deal with issues affecting diversity such as, but not limited to prejudice and discrimination against people because of their; race, language, ethnicity, national origin, citizen status, gender, gender identity, sexual orientation, socio-economic class, physical/mental ability, religion, marital status, military status or age. - Updated August 16, 2022

In July of 2024, the Town's Fire Department announced its adoption of Community Connect: a free, secure, and easy to use platform that allows residents and business owners to share critical household/business information that will aid first responders and emergency response personnel when responding to emergencies at those locations. - Updated 7/26/2024
The Town has an extensive website that houses most of the information that the public would need or want to find.
Residents have the ability to pay tax and utility bills online (motor vehicle excise, personal property, real estate, and water/sewer).
Residents, contractors, and businesses can apply and pay for various permit applications online.
The Town provides the ability for the public to subscribe to and receive board/commission agendas and email communications on a variety of subjects pertinent to the town as a whole. The Town also pushes this information out via social media (Facebook, Twitter, LinkedIn, and Instagram). Click here for more information.
On its website, the Town provides a "Financial Transparency Center," powered by ClearGov, which shows graphical representations of various aspects of the Town's annual budget and includes per capita costs of various portions of the budet.
North Andover CAM publishes videos of board/commission meetings, other public meetings, and other programming pertinent to Town affairs to its YouTube channel.
Throughout the COVID-19 pandemic, the Town utilized Google Meet to conduct remote public meetings.
On occasion, when necessary, the Town will send out urgent messages through robo-calls and "Smart 911."
