Our Progress
As a project that is receiving a grant from the Massachusetts School Building Authority (MSBA), the project needs to follow the prescriptive process and timeline required by the MSBA. Our project is currently in MSBA Module 3: The Feasibility Study. The timeline below outlines the different steps for each MSBA module.
MODULE 1: Eligibility Period
March 2022 – June 2023
District completes all requirements determined by the Massachusetts School Building Authority (MSBA).
Create a School Building Committee (SBC).
Complete an Educational Profile Questionnaire.
Execute the MSBA’s standard Feasibility Study Agreement, which establishes a process for the district to be reimbursed for eligible expenses. (The Town of North Andover voted to approve moving forward with a Feasibility Study in the spring of 2023).

MODULE 2: Forming the Project Team
July 2023 - March 2024
Select the Owner's Project Manager Firm.
Select the Project's Design Team.
Status: In Progress
MODULE 3: Feasibility Study
Estimated: April 2024 – April 2025
Conduct educational visioning sessions.
Develop educational program.
Evaluation and reporting of existing conditions.
Analyze site development requirements.
Seek out community input on project design aspects.
Start developing design options, including Base Repair, Add/Reno, and New Construction.
Submit Preliminary Design Program (PDP) to MSBA.
Continue designing several options.
Narrow down to a Preferred Option voted on by the SBC.
Submit the Preferred Schematic Report (PSR) to MSBA.
Present to the MSBA Facilities Assessment Subcommittee (FAS).
Receive MSBA Board of Directors approval on the PSR submission.

MODULE 4: Schematic Design
Estimated: May 2025 – December 2025
Advance the chosen design into a more refined set of drawings and specifications / narratives.
Develop cost estimates and review value management options.
Establish project budget as voted on by the SBC.
Submit the Schematic Design Report to MSBA.
Receive MSBA Board of Directors approval on the Schematic Design Report.
Execute the Project Scope and Budget Agreement with MSBA.

Module 5: Funding the Project
Estimated: January 2026 – May 2026
Present project to Selectboard, School Committee, Finance Committee, Community, etc.
Town Meeting vote.
Status: Not Complete
MODULE 6: Detailed Design
(If Project is Approved at 2026 Town Meeting)
Estimated: June 2026 - June 2027 (Approximate)
Execute Project Funding Agreement (PFA) with MSBA.
Execute contract amendments with OPM and Designer for Design Development through Closeout services.
Further refine the design into a bid-ready set of construction documents.
Produce Design Development, 60% Construction Documents, and 90% Construction Documents submissions to MSBA along with their associated cost estimates.

MODULE 7: Construction
(If Project is Approved at 2026 Town Meeting)
Estimated: July 2027 – August 2029 (Approximate)
Perform M.G.L. contractor prequalification process.
Procure bids and award a construction contract in accordance with the agreed upon project scope, budget, and schedule.
Execute the construction of the project.
The MSBA continues to monitor progress of the project to confirm that it remains on track and meets the expectation of both the District and the MSBA as defined in the Project Funding Agreement.

MODULE 8: Completing the Project / Project Closeout
(If Project is Approved at 2026 Town Meeting)
Estimated: September 2029 – December 2030
Submit final project costs and MSBA audit documents to MSBA.
MSBA performs final audit to determine final total grant amounts and make final payment.
MSBA Board of Directors approves project final audit.

MODULE 9: Post Occupancy Evaluation
(If Project is Approved at 2026 Town Meeting)
Estimated: September 2032 – January 2033 (Process starts three years after building occupancy)
MSBA compiles project data gathered through monitoring the design, construction, and commissioning effort on the project.
MSBA seeks out input from the District and the Community regarding how the school building project is operating and performing to help apply lessons learned to future school building projects.
MSBA performs site visit to the school building project along with the consultant team.
MSBA develops a Post Occupancy Evaluation Report and distributes it to the District and consultant team.
