The Plan was prepared during 2023 and 2024.
It was facilitated by the Black Isle Partnership on behalf of the local community, with financial assistance from The Highland Council. Independent facilitators Becky Richmond and Nick Wright supported the preparation of the Plan.
This page describes how the Plan was prepared.
The first stage included nine community drop-in events around the Black Isle between March and May 2023. The events were complemented by an online survey and work with secondary schools.
You can see the information boards used in stage 1 here. They included background facts and figures about the Black Isle to help people make informed suggestions for the future.
The results and analysis of the stage 1 engagement were shared at two community events in June 2023, attended by around 60 people.

Online surveys of primary school pupils and parents also took place. There are links to all of the information produced in the Plan.
The aim of the third stage between August and November 2023 was to agree what should go into the draft Plan and how to implement it. Activities included postcards to every household on the Black Isle, two community-wide discussion events in Cromarty and North Kessock focused on an initial draft outline of the plan, an online survey, and focus groups with Community Councils, community organisations, young people, businesses and the public sector.
Consultation on full and summary version of the draft Plan took place in January-February 2024, after which the Plan was updated and submitted to the Council for registration and approval.
