Opportunity Black Isle is the name given to the Black Isle Local Place Plan, a community-led plan prepared in 2023-24 with the biggest community consultation that the Black Isle has ever seen.
The purpose of the Plan is to provide a Black Isle wide vision for a more sustainable and resilient future, bringing together actions by the local community, the local authority and others covering big issues like getting about, housing, community facilities, and nature and the environment.

Preparation of the Plan took place in 2023-24.
It was facilitated by the Black Isle Partnership on behalf of the local community, with financial assistance from The Highland Council. Independent facilitators Becky Richmond and Nick Wright supported the preparation of the Plan.

The Plan was approved by the Highland Council in 2024 in two ways.
Firstly, it was adopted "as a tool to inform and support decision making about the Black Isle" by the Black Isle and Easter Ross Area Committee on 5th August 2024 (see agenda item 5).
Secondly, the Council registered the Plan as a Local Place Plan on 4 October 2024. That means that it will be taken into account in preparation of planning policy.
A community-led board, called Opportunity Black Isle, was established in 2025 to champion delivery of the Plan across the public, private and third sectors.
The board comprises Ward Councillors, Community Councillors and Black Isle residents.
