Canadian Language Benchmarks Placement Assessment (CLBPA)
The CLBPA is a free, task-based assessment available in-person or online for adult immigrants. It evaluates English proficiency in listening, speaking, reading, and writing (CLB levels 1–8) to determine placement in government-funded programs like LINC. The test focuses on practical language skills used in everyday life.
Key Details:
Purpose: To place newcomers into the right LINC (Language Instruction for Newcomers to Canada) classes.
Who Can Take It: Newcomers to Canada, 17 years and older, approved for permanent residence and refugee claimants who have received Notice of Decision confirming convention refugee status.
Skills Assessed: Listening, Speaking, Reading, Writing.
Validity: Results are valid for one year.
Cost: Free for eligible newcomers (funded by IRCC).
Notes: The CLBPA is gradually replacing older assessments (CLBA/CLBPT) and is becoming the main tool for federally funded language programs.
Citizenship Act:
(In October 11, 2017, some changes to the Citizenship Act as a result of Bill C-6 became law): Applicants between the ages of 18 and 54 must meet basic knowledge and language requirements. This is aimed at ensuring that more new citizens are better prepared for life in Canada. A CLB 4 - Listening and Speaking is required in order to apply.
