Exceptional Learners

The Exceptional Learners Department is now part of the overall Student Support Services Division in the Newburgh Enlarged City School District. The department consists of Special Education Teachers, PPS members (School Counselors, School Social Workers, Guidance Counselors and School Psychologists) as well as Related Service Personnel (Speech-Language Pathologists, Occupational Therapists, COTAs and Physical Therapists). The individual expertise of each Student Support Service member provides students with the highest level of professionalism towards achieving academic success at Horizons on the Hudson and beyond.

Roles & Responsibilities


The Student Support Service members generally:


Collaborate and consult with administrators, educators, parents, and other Student Support Service providers in achieving student success

Advocate for students’ academic, social, personal, physical and emotional needs

Provide classroom lessons on academic, social/personal, and self regulation skills

Provide individual/group counseling and mediation

Provide individual/group speech therapy

Provide individual/group occupational therapy

Provide individual/group physical therapy

Provide crisis intervention, risk assessment, and ongoing evaluation

Attend meetings for Committee on Special Education, MTSS, and 504 Committee

Provide staff in-service training when appropriate

Are mandated reporters for Child Protective Services

Serve as "point of entry" liaison for students entering or leaving mental health facilities

Participate in professional development activities through professional memberships

Evaluate students as part of the initial referral process and triennial reevaluation process for the Committee on Special education
