Go to the Intel FPGA download center in the link here. The following page opens

Download the highlighted software links below. It will ask to login to the account, Continue to register for an account if prompted and proceed to download the links

Proceed to install the Quartus Prime software by clicking on the "QuartusLiteSetup-20.1.0.711-windows" file. Click Next >

Select necessary terms and agreements and click Next >

Make sure you have the Cyclone IV under the Devices section and other components selected and click Next >

Proceed to install by clicking Next >

Once Installation is Finished you should see the following. We need to install the appropriate USB divers to access the FPGA development boards on the host system. To install the USB drivers make sure you select the Launch USB Blaster II driver installation and click Next >

The following window opens up. Click Next > to proceed with the USB driver installation

Select the following settings and click Install

Hit Finish to end the installation

Quartus Prime Lite edition opens up in a new window as shown below.
