The Congress of Vienna is the Congress in 1815 between various European powers that set the peace terms for the Napoleonic Wars. It saw many representatives of various nations (such as the famous Klemens von Metternich of Austria) display opposing interests in rebuilding the European continent. Historically, this conference set the geographic and political framework that rebuilt the continent under the idea of the Concert of Europe. The problem with the Concert of Europe is that while it ensured that no Great Power can overpower and dominate Europe like France had done under Napoleon, this equality is what would eventually set in motion the devastation of WW1. We're hoping that the delegates can restructure in such a way that promotes their interests and doesn't cause a world war to erupt a century later.

This committee is about this mega-corporation (Gun Hall Inc.), which started as a defense contractor but slowly crept into various other industries, now faced with total fiscal ruin as a thorough financial audit has revealed the true penniless state of the company (i.e. someone had been funneling money to themselves from the company's account). Due to its immense size in the economy, if it goes bankrupt, it's taking the whole system down with it. Therefore, company executives, government officials, news reporters, various financial institutions, even a member of the Yakuza (!), must work together to find the embezzler and make sure that Gun Hall Inc. does not lose its shot.
