Summary of Conservation Objectives
San Diego’s three sub-regional plans are comprehensive habitat conservation planning programs that address multiple species habitat needs and the preservation of native vegetation communities within western San Diego County. They allow local jurisdictions to maintain land use control and development flexibility by planning a regional preserve system that can meet future public and private mitigation needs. The preserve system will maintain biodiversity and ecosystem health in the region, while maintaining quality of life and economic growth. These plans were developed cooperatively by local jurisdictions and special districts with the goal of conserving native vegetation communities and associated species, rather than focusing preservation efforts on one species at a time.

Regulatory requirements were the primary driver coupled with a desire from environmental groups to maintain the biodiversity of San Diego. One driver was the need to address cumulative effects from the upgrades to the City of San Diego sewer system. Another was the listing of the California gnatcatcher as threatened with a 4(d) rule that linked the listing to the State’s Natural Communities Conservation Program (NCCP). These regulatory requirements provided an incentive for the Building Industry to work with the environmental community to put together a plan that met both group’s objectives – streamlined permitting and assurances for the Building Industry, and preservation of wildlife for the environmental community.
