The ELPAC, or English Language Proficiency Assessments for California, is the state's English language proficiency test for students whose primary language is other than English. The ELPAC helps to identify students who need help in learning English, so they can get the language support they need to do well in school and access the full curriculum. The ELPAC targets the four domains of literacy - reading, writing, speaking, and listening.

ELPAC proficiency levels help educators understand where students are on their journey to English proficiency. Level 1 indicates beginning English skills, while Level 2 shows students are developing basic understanding and use of the language. At Level 3, students can engage in most classroom activities with some support. Level 4 indicates that students are well developed in English and can access grade-level content with minimal to no language support. These levels guide instructional planning and targeted support to ensure all English learners continue to grow.
