 School Continuous Improvement/Schoolwide Plans

Franklin Central School, Highgate Elementary School, Swanton School, and MVU operate as Schoolwide Title I Schools.  As partof this program, MVSD schools are required to develop school-level Continuous Improvement Plans which also serve as their Schoolwide Plan.  The plan includes strategies to improve the regular education program as well as opportunities for all children, including all subgroups defined in ESEA Section 1111(c)(2) (students who are economically-disadvantaged; students from major racial and ethnic groups; children with disabilities; and English learners) to meet the State’s challenging academic standards.

What is Title I?

Title I is one of the nation's oldest and largest federal programs supporting elementary and secondary education. More than 90 percent of the school systems in the United States receive some sort of Title I funding.

Through Title I, the federal government disburses money to school districts based on the number of low-income children, ages 5 - 17, in each district as determined by census data. Each district uses its Title I money to supplement and improve regular education programs in order to help students meet state standards.
