The purpose of Title I is to accelerate learning for students most at risk of not meeting high standards, as evidenced by increased success on classroom, grade level work, and standardized assessments. Title I funding can be used to provide SUPPLEMENTAL services, not to SUPPLANT mandated services. Title I funding cannot be used to assess students for services.

Title II supports comprehensive Professional Development (PD) plans. High quality, sustained, job-embedded activities are favored over short, one-day workshops that are disconnected from the overall plan.

The purpose of a Title III program is to ensure Limited English Proficient (LEP)/English Learners (ELs) and immigrant students attain English proficiency in order to fully access the curriculum taught in English and improve academic achievement in the core academic subjects. To achieve this goal, districts receiving Title III funds are to provide high-quality language instruction, and educational programs for LEP and immigrant students and high-quality professional development activities to ESL and Bilingual Education staff, as well as mainstream staff. Title III funds may be used to support the purchase of materials and/or services to complete assessments for eligibility purposes.
