History of RoICE

The Regional Office of Industry, Commerce, and Employment (RoICE), formerly known as the “Regional Trade and Industry Office (RTIO), Mongar, was initially established in 2004 under the then Ministry of Trade and Industry (MTI). Later, it was renamed as “Regional Office of Economic Affairs” owing to the change in the Ministry’s name to “Ministry of Economic Affairs” in 2007. Currently, the Regional Office of Industry, Commerce, and Employment (ལུང་ཕྱོགས་བཟོ་གྲྭ་ཚོང་ལས་དང་ལཱ་གཡོག་ཡིག་ཚང་། མོང་སྒར།) is renamed following the merging of the then Ministry of Economic Affairs (MoEA) and Ministry of Labour and Human Resources to “Ministry of Industry, Commerce, and Employment (MoICE)” which was formed as a part of the structural reforms undertaken by the Royal Civil Service Commission (RCSC) in 2022.


Regional Office of Industry, Commerce, and Employment (RoICE), Mongar, was established to facilitate socio-economic development by promoting the growth of private sectors (Trade, Industry, and Services), fostering employment opportunities through strategic matchmaking services, empowering the workforce, ensuring equitable labor practices, and cultivating a safe, inclusive work environment that prioritize workers’ rights and well-being. A primary responsibility of the office is to ensure a fair and stable market, working conditions and environment and foster gainful employment. 

The Regional Office of Industry, Commerce, and Employment (RoICE), Mongar, functions with a dedicated team of twelve staff under the leadership of the Regional Director. The office has four units: Trade & Industry,  Employment, Labour, and Administration. Currently, the RoICE, Mongar caters services to the following four districts viz. Lhuentse, Mongar, Tashigang, and Tashiyangtse.
