NATIONAL DIGITAL LITERACY PROGRAMME (NDLP)
The NDLP was launched at MOE’s Committee of Supply Debate in March 2020 to help students strengthen their digital literacy. One of the components of the NDLP is the introduction of the Personalised Digital Learning Programme (“PDLP”) for all secondary school students, whereby every secondary school student will own a school-prescribed PLD. The PLD will be used together with the national e-learning platform – the Singapore Student Learning Space (“SLS”) – as well as other educational technology to personalise and enhance students’ learning. This will also enable students to acquire digital skills and apply these skills as they navigate an increasingly digitalised world.
The launch of NDLP will help students to strengthen their digital literacy and to be future-ready at different stages of their education journey. Students will be able to acquire digital skills across four mutually reinforcing components in the "Find, Think, Apply, Create" framework:
STRENGTHENING DIGITAL LITERACY OF STUDENTS
Minister for Education Ong Ye Kung announced the launch of a National Digital Literacy Programme (NDLP) - MOE’s part in the national effort to increase digital literacy. He detailed 4 of the main components, namely ‘Find’, ‘Think’, ‘Apply’ and ‘Create'.

Digital Learning - Teachers' Experience
LEARNING WITH A PERSONAL LEARNING DEVICE (PLD) @ BBSS
Our school aims to achieve the intended PDLP learning outcomes for students and teachers. These outcomes are aligned to the Learn for Life initiative and digital literacies, which will help us to nurture our students into self-directed learners with abundance mentality.
Through learning experiences designed by teachers using ICT platforms (such as SLS, Google Classroom, Padlet and Nearpod etc) students will be able to use the PLDs meaningfully to organise their work, document their own learning, and competencies to achieve specific goals. Students will be able to learn beyond curriculum time at their own pace, as well as explore their own interests, passion and/or real-world problems anytime, anywhere.
Furthermore, PLDs allow students to collaborate with peers and experts beyond the classroom to create new knowledge. Through the PDLP, students can also immerse themselves in a digital environment which will better enable them to acquire digital competencies and apply these skills as they navigate in a digital environment.
With PDLP supporting blended learning, teachers can leverage on the affordances of digital and face-to face learning so as to provide a purpose and direction for the use of PLDs through the school’s vision.
INTENDED OUTCOMES OF PDLP
The use of PLDs for teaching and learning aims to:
Enhance Teaching and Learning: PLDs harness technology for greater effectiveness in teaching and learning, enabled by teachers' use of e-Pedagogy to provide active learning experiences for students.
Support Self-Directed and Collaborative Learning: PLDs enable students to learn online according to their needs and interests, and to collaborate with each other, anytime and anywhere.
Support the Development of Digital Literacies: PLDs provide an immersive environment for students to develop the dispositions, knowledge and skills to thrive in the digital environment.
