MOTION FOR A RESOLUTION BY
THE COMMITTEE ON EVNVIRONMENT, PUBLIC HEALTH AND FOOD SAFETY I (ENVI I)
Wear tear: Fast fashion made high-fashion clothes affordable for the general public, however, the environmental and human costs of this
industry are huge. From sourcing the materials and sowing the clothes, to shipping them; the end consumers gain while the environment and
industry workers suffer greatly. How should European countries work toward reducing the environmental and human costs, while balancing the consumers' free choice and wants?

The European Youth Parliament:
A. Approving of the Circular Economy Action plan 2015 proposing several measures to reduce waste,
B. Concerned by the large amount of natural resources required in the cultivation of natural fiber crops used in the production of clothing,
C. Recognizing that only 1% of the material used to produce clothing is recycled,
D. Alarmed by the increasing environmental footprint of fast fashion production, releasing synthetic fibers, carbon dioxide and toxic chemicals into the oceans, soil and atmosphere,
E. Noting with deep concern that the greenhouse gas emission from textiles production globally totaled 1.2 billion tons of CO2 in 2015, making it one of the most pollutive industries in the world,
F. Bearing in mind that an average EU citizen buys 12.66kg new clothing every year,
G. Taking into consideration that fast fashion draws attention to lower market prices over quality and thus encourages unsustainable consumption patterns, resulting in:
j) consumers buying more clothing,
jj) consumers seeing cheap clothes as nearly disposable items,
H. Asserting that overpopulation and poverty can force workers to accept dangerous working environments,
I. Bearing in mind that European companies often outsource their production of clothes to countries with lower wages and worse working conditions,
Environmental impact
1. Encourages the continuation of the Circular Economy Action plan 2015;
2. Further encourages updating the Circular Economy Action plan 2015 by implementing investments in organisations that research methods for development of water reusing schemes for the European industry, such as Water Reuse Europe (WRE);
3. Recommends European States to follow the UK’s taxation reform;
4. Calls upon European States to implement France’s EPR policy;
Labour standards
5. Encourages the ILO to train and educate trade unions through programmes such as Better Work;
6. Recommends the International Labour Organisation (ILO) to create and collaboration with The Ethical Trading Initiative (ETI) to make sure that the workers are aware of their right, in conjunction with giving them a substantial voice;
7. Encourage the EU to lower tariffs and taxes from factories with increased standard;
8. Urges multinational clothing companies to cooperate on a common policy to increase labour standards;
Consumers behavior
9. Urges the EU to starts a cooperation with Amnesty International, making a campaign on human rights and abuse happening in the industry;
Grassroot Goals
• Promote second-hand clothing shops on personal social media accounts and encourage friends to do the same.
• Encourage different organisations to run swap-markets.
• Urges the European citizens to be aware of the policies the companies they buy from follows.
