Bilingual Coordinators Network (BCN)
The Bilingual Coordinators Network (BCN) provides a forum for the California Department of Education (CDE) to share information related to Title III of the Elementary and Secondary Education Act (ESSA) and English Learner and Immigrant Student Programs. The network also serves as a venue for members to collaborate with and provide feedback to the CDE on draft policies, initiatives, publications, and related issues; disseminate information to support English learner, immigrant, and migratory students in local educational agencies; and receive and discuss current research and practices focused on improving the academic achievement of English learners.
The BCN is composed of one representative from each county office of education, one Regional English Learner Specialist from each California County Superintendents Educational Services Association region, one representative from each of the 20 largest English learner–enrolling districts, and one representative from institutions of higher education with bilingual teacher preparation programs.
Regional COE English Learner Specialist & FMTA Consultant Assignments by Region
Regional COE English Learner Specialists (RELs) are designated through a partnership between the California Department of Education (CDE) and the California County Superintendents' Educational Services Association (CCSESA) to provide technical assistance to local educational agencies (LEAs) across California’s 11 County Superintendent regions. RELs support LEAs with the implementation and improvement of Title III programs and the development of Local Control and Accountability Plan (LCAP) Addenda, and provide guidance on federal requirements, best practices, instructional strategies, and improving English language proficiency and academic outcomes within the statewide System of Support.
Focused Monitoring and Technical Assistance (FMTA) Consultants are assigned by region and county to align with the 11 CCSESA regions. FMTAs coordinate monitoring and technical assistance activities for LEAs and special education local plan areas (SELPAs), provide program monitoring information, and facilitate access to technical assistance related to program implementation. Region 7 -Merced, Mariposa, Madera, Fresno, Kings, and Tulare
As part of Region 7, which includes Merced, Mariposa, Madera, Fresno, Kings, and Tulare Counties, we work collaboratively across county offices of education and local educational agencies to strengthen systems of support for English Learners. Through this regional partnership, we coordinate efforts to bring shared tools and resources—such as the Observation Protocol for Teaching English Learners (OPTEL)—to the region and promote consistent, high-quality implementation. By working together, Region 7 supports districts in aligning practice, building capacity, and advancing effective instruction and programs that improve outcomes for multilingual learners across our counties.
