From Data to Decisions: How OPTEL Supports Smarter Reclassification guides educators and leaders through the purpose, structure, and practical use of the Observation Protocol for Teachers of English Learners (OPTEL) as a tool to strengthen reclassification decisions. Participants explore how OPTEL supports teacher evaluation and parent consultation requirements while promoting consistency, transparency, and locally determined practices aligned with California Education Code. Through data analysis, case studies, calibration activities, and classroom examples across grade spans and content areas, the session highlights how OPTEL can be used to monitor English learners’ academic language development, inform instruction, and support timely, equitable reclassification decisions.
