Phase One

The First Phase of the certification process is the submission of a complete MCJROTC Instructor application to MCJROTC HQ via a DoD safe link.

Attention to detail and full disclosure is required in order to reduce processing time.

An applications for certification may be submitted 12 months in advance of your official approved retirement date.

Applications that are complete will be forwarded to phase two.





Phase Two

The Second Phase of the certification process is the selection board.

The selection board is composed of the Deputy Director, Operations Manager & The TECOM Sergeants Major (or his representative).

The board convenes monthly (unless otherwise noted). Upon a complete review of the applicants service record, instructor application and a national background check, the board will forward their recommendation for an applicant to be approved for phase three.





Phase Three

The Third Phase of the certification process is notification of preliminary approval or disapproval.

The decision of the board is final and not subject to appeal.

Applicants approved by the board will be instructed to submit a completed SF86 along with instructions on how to submit fingerprint cards for federal and state record checks

Upon receipt of the SF86 applicants will be approved to enter phase four.





Phase Four

Applicants who enter phase four will be authorized to interview for vacant JROTC positions (this authorization is good for three years). Applicants will be provided with a command letter stating that they have met the preliminary requirements to become a Marine Corps JROTC instructor.

In order to optain certification ,a Marine must:

  1. Receive "an offer to hire letter" from a school district.

  2. Await the completion of the full background investigation. The investigation results must be favorable. Marines will be notified of the results and if unfavorable they will have the opportunity to dispute the findings.

Phase Five

In phase five Marines will receive a certification on behalf of the Commanding General. A CG certification letter allows you to enter the classroom as a MCJROTC certified instructor. Certification is granted for five years from the date of issue.


Certified Instructors are required to attend MCJROTC sponsored New Instructor orientation training (NIOT) within the first year of employment as a MCJROTC instructor.


MCJROTC Instructors also must meet certain requirements to be eligible for recertification which is phase six.




Phase Six

Phase six is recertification which is required every 5 years.

In order to be consideration for recertification an instructor must meet the following criteria:

  1. Education:

    • 2 Year degree

    • Completed mandated teaching courses .

  2. Recommendation from:

    • SMI

    • Principal

    • Regional Director

  3. Complete and pass an updated background investigation update.
