Why East Palestine, OH?

We chose to focus on the community of East Palestine, Ohio because we are extremely passionate about humanitarian and environmental issues. 

On February 3rd, 2023 a Norfolk Southern Train derailed in East Palestine. This train derailment caused immense issues in this town. These include poor water, air, and soil quality- which is our main focus. This has led to poor living conditions, undrinkable water, and intense anxiety for residents. We decided to reach out for a grant to improve their water, which will improve their quality of life. 

Overview of the Problem

The issue at hand is a derailed train from Norfolk Southern which contained 38 cars of hazardous material throughout East Palestine. Chemicals have since been released, burned, and blown up throughout the town.

There has been a lack of media coverage and resources provided for the residents facing this struggle.


Our Client

We have been working with the Unity Council for the East Palestine Train Derailment since the beginning of the 2024 Winter semester. Throughout the semester our class has had regular contact with Jami Wallace, president of the Unity Council, through a Zoom meeting and email communications. These talks have allowed us to learn about the major issues they are facing and advocating for; these include urging for a disaster declaration, indoor air quality testing kits, Medicare for all, water testing, and water bottles.
Besides the Unity Council, we have consulted with other experts such as Purdue professor Andrew Whelton, GVSU professors Dr Paul Lane and Professor Ryan Lafferty. We have also worked with local resident Jenna Cozza to get more first-hand experiences.




Our Grant Agency

Throughout the semester we have simulated the process of applying for a grant. We started by researching different grants that fit our goals. Then we decided on the grant that was the best fit: SEARCH - Special Evaluation Assistance for Rural Communities and Households Grant through the USDA. Next, we wrote a letter of inquiry and a proposal narrative. In addition to this, we have come up with a specific program to plan how we would use the grant money which includes goals and objectives, methodologies, and evaluations.


Our Grants Major Focus | Water Quality

Our agency ultimately decided to focus on the water quality issues East Palestine and its residents are facing. The grant we selected provides funding for the improvement of rural water and water and waste disposal.  The residents of East Palestine are forced to use bottled water due to rashes from the contamination. Improving water will improve the quality of life. 

Visual Campaign

Our visual campaign is used to appeal to a younger audience through social media. We focus on an emotional aspect, pushing the fact that East Palestine is still not okay. We urge the audience to write to their representatives pushing them to demand a disaster declaration.

PSA

Our PSA was created for our client, Joy Marie. We gave the viewers an idea of what East Palestine looked like prior to the derailment, and what it looks like now. This shows just how horrible the derailment is, and how it changed an entire community. Our call to action is urging citizens to contact their local representatives and demand a disaster declaration. 

Goals After Grants Approval 

The Future of East Palestine

Without help and testing, residents have the chance of being affected long-term by this exposure to toxic chemicals. The resident's access to clean air, land, and soil has been stripped away by the Norfolk Southern train derailment. The future generations of East Palestine will be permanently affected by this incident, and without help, these effects can't be fixed entirely or lessened.

Besides the Unity Council, groups like East Palestine Justice are still working to advocate for East Palestine residents. They are pushing back against Norfolk Southern.
