The Law of the Sea Academy aims to become the premier platform for maritime experts and practitioners to empower participants from ASEAN member-states and Philippine public servants to have a better appreciation and understanding of the international law of the sea and the current opportunities and challenges in the region’s maritime issues.

The Foreign Service Institute (FSI) successfully launched the 4th iteration of the Basic Course of the Law of the Sea Academy (4th BCLSA) from 2 to 6 June 2025 in Davao City.
One of the highlights of the Course is a table-top exercise of a hypothetical maritime boundary delimitation led by Deputy Administrator Carandang. A field visit to a marine protected area or marine conservation zone is another regular feature to conclude the Course, providing participants with a personal appreciation of the importance of the ocean to an archipelagic country like the Philippines.
The Foreign Service Institute (FSI) successfully launched the 3rd iteration of the Basic Course of the Law of the Sea Academy (3rd BCLSA) from 24 to 29 March 2025 in Baguio City and San Fernando, La Union.
The 3rd BCLSA concluded with a study visit to the Kasay Marine Protected Area (KMPA) in San Fernando, La Union—a marine sanctuary home to diverse marine species, including giant clams and turtles. Representatives from the City Environment and Natural Resources Office (CENRO), KMPA, and the United States Peace Corps briefed participants on the state of the marine sanctuary, highlighting the robust collaborative efforts among local community members, government agencies, and other stakeholders in protecting and preserving the marine protected area.

In celebration of the Maritime and Archipelagic Nation Awareness Month (MANA Mo), the Foreign Service Institute (FSI) launched its newest learning program, the Law of the Sea Academy for ASEAN Diplomats (LSA ASEAN). The program ran from 16 to 18 September 2024 at the Seda BGC Hotel in Taguig City. The Institute welcomed delegates from ASEAN countries and Timor Leste from abroad and their Embassies in Manila. The program also included participants from the Foreign Service Institute (FSI), Department of Foreign Affairs (DFA), National Security Council (NSC), Philippine Coast Guard (PCG), Philippine Navy (PN), Philippine Air Force (PAF), University of Philippines – Center for Integrative and Development Studies (UP CIDS), and the media.
The Foreign Service Institute (FSI) successfully launched its inaugural Law of the Sea Academy Summer Program, held from 23 to 27 April 2024 at the Development Academy of the Philippines Conference Center (DAPCC) in Tagaytay City. The program featured an all-Filipino team of experts who provided a Philippine-centric perspective on pressing maritime issues.
