The State of Ohio adopted English Language Learner Standards in June 2015. These ten standards align with Ohio's English Language Arts Standards and support the needs of our ELLs. Grade-level ELL Standards are divided into four domains: Listening, Reading, Speaking, and Writing. Each domain is further divided into five Levels of Proficiency. Each descriptor defines what an ELL can do at the end of the level; however, ELLs may demonstrate a range of abilities within each proficiency level.

In June 2021, Ohio adopted extended standards for our English Language Learners with significant cognitive disabilities. These extended standards are assessed through three complexity levels: A, B, C (from most complex, A, to east complex, C). Furthermore, these standards are divided into three modalities (Receptive, Productive, and Interactive) and reflect a blend of the four domains of listening, reading, speaking, and writing. The Receptive Modality is a combination of Listening and Reading; the Productive Modality includes Speaking and Writing; the Interactive Modality is a combination of all four domains. Like the non-extended standards, these standards show what an ELL can do at the end of each level as well as a range of abilities at each proficiency level.
