History
QUILL AND SCROLL SOCIETY was founded at the University of Iowa on April 10, 1926, as a non-secret honorary high school society. It was organized to recognize and reward ability and achievement in writing and other phases of journalistic work in high school.
Leander High School (3301 Bagdad Road) has had a charter since Sept. 14, 1981.

Re-established in 2025, the following individuals met the requirements and were approved by the adviser for membership in the Leander High School Chapter of the Quill and Scroll International Honor Society for High School Journalists.

Constitution and Bylaws
PURPOSE
The purpose of QUILL AND SCROLL is to instill in students the ideal of scholarship; the standards of the profession of journalism by developing better journalists and by inculcating a higher code of ethics, to promote exact and dispassionate thinking, clear and forceful writing.
NAME
The name of this Society shall be: LEANDER HIGH SCHOOL CHAPTER OF THE QUILL AND SCROLL INTERNATIONAL HONOR SOCIETY FOR HIGH SCHOOL JOURNALISTS.
MEMBERSHIP
Members must be of freshman, sophomore, junior or senior classification.
Members must have the equivalent of a B grade average, or be in the upper third of their class in general scholastic standing, either for the year of their election or for the cumulative total of all high school work.
Members must have done superior work in some phase of journalism or school media work. They may be staffers of a magazine, newspaper, yearbook, news organization, online site or radio/television station at the school, or one conducted by an external organization.
Members must be recommended by the student media adviser through an application process no more often than once per semester.
Regular members are entitled to all privileges and responsibilities established in the club by-laws including participating in club functions and voting at club meetings.
All regular members must abide by all club bylaws.
Membership in the club is a privilege. All members shall conduct themselves in a manner that follows the ten ethical principles and reflects positively on the club.
Membership may be revoked by a vote of the club for any of the following reasons:
Failure to abide by the club bylaws
Theft or willful damage of club property or funds
Failure to abide by the standards of the Quill and Scroll International Honor Society
OFFICERS
Section I: Officers
The three elected officers shall be the president, vice president and secretary.
Section II: Elections and Terms
The officers shall serve a term of one year, elected in the fall and serving until the end of the spring semester.
Section III: Duties
President:
Be elected into office by a majority vote of a quorum of members present at the annual election meeting.
Serve as facilitator for the planning of activities and events, in accordance with the purpose of the Leander High School Quill and Scroll Honor Society.
Act as the official representative of the Student Club.
Appoint special committee chairpersons.
Be familiar with the bylaws.
Sign club documents.
Make necessary announcements.
Vice president:
Be elected to office by a majority vote of a quorum of members present at the annual election meeting.
Undertake any duties the president is not able to fulfill in the president’s role as facilitator or representative.
In absence of the president, serve as the acting president.
Secretary:
Take official minutes for every meeting.
Record attendance at the business meetings.
Provides minutes and reports to the membership.
Maintain all official records.
Keep members informed about all events and meetings.
Adviser:
In accordance with the purpose and in accordance with the official guidelines of the Quill and Scroll International Honor Society, the LEANDER HIGH SCHOOL CHAPTER OF THE QUILL AND SCROLL INTERNATIONAL HONOR SOCIETY FOR HIGH SCHOOL JOURNALISTS desires to maintain relations with the faculty and Staff. Therefore, at the request of the organization, the adviser to the student media outlets shall serve as the adviser and representative to the campus staff and advise the organization on operating procedures.
The adviser should attend all meetings and events and chaperone any travels.
AMENDMENTS
Any active member during the course of the meeting may make a motion to make an amendment to the bylaws. Amendments to the bylaws shall require two-thirds vote of all active members.
MEETINGS
General membership meetings will be held on a schedule voted on and approved by the club membership, generally once per semester.
Special meetings can be held after notification has been provided to all members.
Meetings shall be governed by Roberts Rules of Order.
Meetings are open to all club members.
A quorum consisting of two-thirds of the active membership shall be required to take any official action.
All votes, unless specified otherwise, shall be passed by a majority of a quorum of the general membership.
