Cadets who actively participate and apply strong leadership principles typically achieve greater success. Experiential learning opportunities are offered year-round to all cadets. Those in good standing earn access to greater opportunities and experiences.
In-class training is enhanced by cadet-led, team-focused activities such as school support, community service, competitive meets, college and service visits, and exclusive JROTC events. Active participation is the top priority.
The Cadet Scorecard is used each week to assess the overall performance of cadets in up to five key areas. This system helps recognize well-rounded performance and supports improvement where needed.
Cadets are graded on a 5.0 scale, and one overall score is entered each week in PowerSchool
5.0 - Exceeds Standards (A+)
4.0 - Above Standards (A)
3.0 - Meets Standards (B)
2.0 - Progressing (C)
1.0 - Below Standards (D)
0.0 - Not Proficient (F)
Categories Evaluated
Participation – Prepared, respectful, helpful, shows initiative and self-discipline
Uniform – Meets grooming and wear standards, displays pride and cadet knowledge
Fitness – Dresses out, puts in effort, improves, encourages others
Academics – Participates, uses resources, retains material, contributes to learning
Leadership – Sets a positive example, takes responsibility, leads by serving others
Wearing the JROTC-issued uniform as prescribed each week is mandatory for enrolled students and is the foundation of every cadet's weekly grade. Cadets who fail to wear the uniform in at least three occurrences may be disenrolled with a failing grade.
If the cadet is:
✅ Present and properly wearing the uniform: A weekly score is recorded based on cadet knowledge and performance
⚠️ Present but removes or relaxes the uniform during the day: A zero is given for the uniform infraction
❌ Present but not in uniform at all: A zero is given for the entire week
🚫 Absent on uniform day: A zero is temporarily entered until it is made up on the first day back to school for credit
Each week, cadets receive a Minor grade based on their overall performance
Every three weeks, one Minor grade is randomly selected and counted as a Major grade
Semester grades:
Six Minor (40%) weekly grades
Three Major (60%) weekly grades
Two Major (60%) fitness test grades (must complete at least one fitness test each semester)
Instructors may add additional grades based on performance, attendance, events, or other responsibilities
NOTE: All grades may be voided if the cadet fails to return their issued uniform before semester grades are due
These are graded as an Exam (20%) grade. Cadets may exempt the JROTC Final Exam if they have:
A "90" or above average and five or less absences
An "80" or above average and zero absences
No conduct or discipline issues
No uniform zero grade

A cadet’s weekly grade depends on uniform and grooming compliance. Meeting or exceeding standards raises the grade; improper wear results in a lower grade or zero for the week.
Hair must be neat, clean, and professional, not interfering with uniform covers. Male hair must be no longer than four inches, not touching ears, collar, or eyebrows, and not visible under caps.
Hair color should be natural or professionally acceptable with permission. Extreme styles, shaved designs, and asymmetrical cuts are prohibited. Faces must be clean-shaven unless medical or religious accommodations apply.
Fingernails must not extend beyond fingertips. No earrings, gauges or visible piercings allowed.
Only one necklace (not visible), one watch, one bracelet, and one ring per hand are permitted while in uniform.
A cadet’s weekly grade depends on uniform and grooming compliance. Meeting or exceeding standards raises the grade; improper wear results in a lower grade or zero for the week.
Hair must be neat, clean, professional, not interfering with uniform covers. Female hair may be worn in a pixie cut, short bob, a bun no larger than three inches from the scalp or wider than the back of the head, up to two braids, or one ponytail within size limits; a single ponytail is allowed in PT uniform. Hair length (with or without extensions) must not exceed the illustrated standard (imaginary line between upper armpits).
Hair color should be natural or professionally acceptable with permission. Extreme, lopsided, shaved styles, and scalp designs are not authorized.
Fingernails must be clean and trimmed to ¼ inch or less; conservative nail polish is allowed.
One earring per ear is allowed: 4–6mm plain silver balls for enlisted/CPO cadets, gold balls for officers. Diamond and pearl stud earrings in similar dimensions are approved by SNSI as alternative options. No other visible piercings are allowed.

Note: An FAA Part 107 Remote Pilot certified cadet is authorized to wear Drone Wings issued by NSTC/CD
To Take charge of this post and all government property in view.
To Walk my post in a military manner keeping always on the alert and observing everything that takes place within sight or hearing.
To Report all violations of orders I am instructed to enforce.
To Repeat all calls from any post more distant from the guardhouse or quarterdeck than my own.
To Quit my post only when properly relieved.
To Receive, obey, and pass on to the sentry who relieves me all orders from the commanding officer, command duty officer, officer of the deck, and officers and petty officers of the watch only.
To Talk to no one except in the line of duty.
To Give the alarm in case of fire or disorder.
To Call the Officer of the Deck in any case not covered by instructions.
To Salute all officers and all colors and standards not cased.
To Be especially watchful at night, and during the time for challenging, challenge all persons on or near my post, and allow no one to pass without proper authority.
